Atrium Housing, Inc. (Atrium) is a 501(c)3 non-profit affordable housing developer with offices in New Orleans, LA and St. Petersburg, FL. Atrium's mission is to enhance our communities and residents' lives by developing, acquiring, and operating high-quality affordable housing paired with supportive services. Our primary service area is the Gulf Coast, from Texas to Florida, as well as select surrounding states and parts of the Midwest. Atrium will be launching a social services group in 2025 to better serve our residents.

Atrium has 5 new construction developments currently under construction in Louisiana totaling 400 affordable apartments, as well as 4 acquisition/rehab projects with 450 apartments in pre-development in Missouri and Texas in partnership with local Public Housing Authorities. AHI is seeking to expand its team in order to complete these developments and our pipeline of future projects.

The Development Project Manager is responsible for executing all phases of development of new residential rental projects undertaken by Atrium from early conceptualization through completion of construction and transition to property management. Working closely with the President, the Development Project Manager advances the mission of Atrium through the fulfillment of its strategic plan and the continued growth of its housing portfolio. A high level of professional expertise is expected and the ability to complete multiple projects simultaneously is a must.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist with site search, selection, and negotiating site control agreements
  • Conceptualize project financing scenarios, prepare and amend project proformas, and develop project schedules
  • Prepare LIHTC and other funding applications
  • Procure and provide direction to all third-party development team members, including architects, engineers, contractors, attorneys, market analysts, environmental, survey, etc.
  • Secure any needed land use approvals, entitlements, and permits
  • Solicit and secure commitments from bond underwriters, lenders, investors, and other sources of financing
  • Lead the negotiation of business terms in loan and equity agreements
  • Ensure a timely closing of finance by overseeing the efforts of the Atrium team
  • Coordinate internal financial reviews by Senior Management of Atrium
  • Construction and Close-Out

  • Oversee the efforts of the Design/Construction Manager and the associated coordination of contractor and architect
  • Ensure construction fulfills the intent of the project concept, including representations and commitments made to funders
  • Engage in problem-solving with the construction team when necessary to implement project goals
  • Oversee the preparation and submittal of monthly draws to the construction funder
  • Facilitate the transition to property management at the completion of construction
  • Community and Public Relations

  • Develop and maintain positive relationships with external funders, public officials, community stakeholders, and neighborhood associations
  • Manage public communications relative to specific projects
  • Coordinate project presentations to various funders and public officials, as well as community and neighborhood associations
  • Respond to questions and concerns raised by community members
  • Reporting

  • Develop and maintain a project dashboard tracking and reporting system, including budget and schedule, for regular review by the Atrium Board
  • KNOWLEDGE, SKILLS AND ABILITIES

  • At least three years of professional experience in the related fields of financing, design, and construction of rental housing, with a preference of direct experience in the development of affordable rental housing
  • A bachelor's degree in finance, architecture, accounting, construction management, urban planning, OR related work experience
  • Direct experience in closing multi-family financings using the following sources: LIHTC, Tax Exempt Bonds, Historic Tax Credits, CDBG, and FHA. Experience with New Markets Tax Credits is a plus
  • Experience developing and updating project Proformas
  • Must demonstrate excellent verbal and written communication skills, in addition to possessing strong relationship management skills
  • Interpersonal skills necessary to effectively delegate, manage, and motivate outside contractors and professionals
  • Good vendor management skills, including negotiating skills and the ability to influence as needed
  • Sound and accurate judgment with an ability to support and explain the reasoning for decisions
