Job Description :

Role Overview

As a Construction Project Manager at Bancroft Construction Services, you will lead the execution of construction projects with a strong emphasis on environmental restoration and mitigation. Your role will bridge environmental compliance with hands-on construction oversight, managing all phases from planning and permitting through field execution and project closeout. You'll ensure regulatory compliance, safety, quality, and efficiency in the delivery of complex projects that integrate environmental and construction objectives.

Key Responsibilities

  • Lead field-focused construction projects related to environmental restoration, mitigation, and infrastructure improvements—including stream/channel restoration, wetland creation, bank stabilization, habitat enhancement, and stormwater control infrastructure.
  • Oversee compliance with environmental permitting and construction specifications, including Clean Water Act Section 404/401 permits, CEQA/NEPA documents, endangered species protection measures, and stormwater pollution prevention plans (SWPPP).
  • Coordinate with biologists, engineers, regulators, and subcontractors to ensure projects are built to design while adhering to environmental mitigation measures and safety standards.
  • Manage project operations including schedules, budgets, labor and equipment tracking, subcontractor oversight, invoicing, and procurement.
  • Review and support technical documentation such as SWPPP/WPCPs, habitat restoration plans, dewatering and diversion strategies, erosion and sediment control plans, and post-construction monitoring requirements.
  • Conduct site visits and construction inspections to confirm that Best Management Practices (BMPs), erosion control, and site restoration protocols are properly implemented and maintained.
  • Support project development, including estimating, scope development, and proposal writing for new restoration and environmental construction opportunities.
  • Serve as the primary point of contact for clients, agencies, and internal teams, managing expectations and delivering excellent service throughout the project lifecycle.
  • Mentor junior staff and contribute to continuous improvement by sharing lessons learned and promoting best practices in both environmental and construction project management.

Qualifications

  • Bachelor's degree in Environmental Science, Civil or Environmental Engineering—or a related field.
  • Minimum of 4 years in construction project management combined with environmental remediation or compliance project oversight. 2+ years preferred for complex or federal work.
  • Certified QSD (Qualified SWPPP Developer) and hands-on experience with SWPPP implementation and CGP/MS4 compliance.
  • Knowledge of post-construction LID strategies and relevant regulatory frameworks (e.g. NPDES, MS4, industrial and 401/404/1600 permits preferred).
  • Strong organizational skills, attention to detail, and competency with Microsoft Office suite and PDF editing tools.
  • Valid California Driver's License and ability to travel intermittently to field sites across southern California.

Preferred Attributes and Qualifications

  • Experience in environmental consulting or technical field roles.
  • Certified QSD (Qualified SWPPP Developer) and hands-on experience with SWPPP implementation and CGP/MS4 compliance.
  • Familiarity with biological and cultural monitoring protocols, wildlife exclusion fencing, and restoration BMPs.
  • Demonstrated safety-first mindset and experience adhering to environmental and workplace safety standards. Bancroft maintains an A‑rating in ISNetworld and robust HSE programming.
