Under general direction, serves as the Project Manager of the State Opioid Response (SOR) Grant; develops, coordinates and supervises the development and submission of federal required programs and fiscal reports. Serves as clinical expert, which requires specialty certification, in concluding specialized reviews of substance use disorder treatment providers; conducts statewide, but primarily northern region, onsite quality assurance audits to ensure compliance with existing regulations and policies. Provides expertise in the implementation of the State Opioid Response Grant. Provides technical assistance in contract management and program and fiscal monitoring, phase-up and close-out of projects. Serves as primary liaison to project steering committees and workgroups; represents DHS/SUPR in day-to-day operations. Handles complex client, program staff and regionally based inquiries and determines types of inquiry and level of services received. Manages all communication regarding the State Opioid Response Grant and processes and responds to public inquiries regarding substance use disorder treatment. Serves as working supervisor. Travels in the performance of duties.

• Serves as the Project Manager for the State Opioid Response (SOR) Grant in the Division of Substance Use Prevention and Recovery (SUPR).
• Serves as clinical expert, which requires specialty certification, in concluding specialized reviews of substance use disorder treatment providers that require clinical expertise for technical assistance, corrective action plan and/or implementation of policy to ensure maximum performance of funding.
• Serves as working supervisor.
• Handles complex client, program staff and regionally based inquiries and determines types of inquiry and level of services received.
• Develops, coordinates and directs quality assurance activities in support of all assigned projects.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

• Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
• Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health and human services.

• Of the three (3) years of progressively responsible administrative experience, requires three (3) years of administrative experience in grant program coordination and administration for a substance use program.

• Three (3) years of professional administrative experience in grant program coordination and administration for a substance use program.
• Three (3) years of professional experience in providing clinical and programmatic expertise in responding to the opioid crisis and substance use treatment and recovery programs.
• Master's degree in a health or human services organization.
• Three (3) years of professional experience working with programs and service objectives, activities and operational systems for a public or private organization.
• Three (3) years of professional experience utilizing word processing and spreadsheet applications such as Microsoft Office Suite and Excel.
• Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, approving time off, and preparing and signing performance evaluations.

• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Requires a current Certified Alcohol and Drug Counselor (CADC) certification.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
