SALARY RANGE: $83,300.00 - $112,700.00

Distinguishing Features of the Class

The work involves managing IT projects of varying scope within the Health Information Technology (HIT) Department at Erie County Medical Center Corporation. The incumbent oversees project scope, schedule, budget, and staff, under the supervision of the Director of Project Management – HIT. Supervision is exercised over departmental staff and consultants as they perform project-related work. Performs related work as required.

Typical Work Activities
  • Manage multiple IT projects focusing on efficiency, quality, and performance, ensuring compliance with schedule, cost, and scope;
  • Set project priorities, assign staffing, and conduct status meetings;
  • Develop communication plans for project teams and stakeholders, fostering an inclusive environment;
  • Design and assist in implementing IT systems processes for projects; monitor and evaluate system performance;
  • Evaluate project objectives within quality, budget, time, and scope parameters; assess work performance of employees and contractors;
  • Identify performance issues and incorporate best practices into PMO methodology;
  • Manage project process integration, including impact analysis of scope, budget, or schedule changes;
  • Develop and present project status reports;
  • Document solutions and prepare cost-benefit analyses for alternative approaches;
  • Participate in developing procurement plans and PMO policies and standards;
  • Monitor risks and take timely mitigation actions;
  • Participate in meetings, committees, trainings, and professional organizations.
Knowledge, Skills, Abilities, and Personal Characteristics

Thorough knowledge of IT principles, practices, and terminology; project management best practices; health IT; budget development; project scope planning; and system design and analysis. Strong analytical, time management, communication, and supervisory skills. Ability to manage multiple priorities, develop project scopes, design and evaluate IT systems, and establish effective relationships. Sound professional judgment and capability to perform essential functions with or without accommodations.

Minimum Qualifications
  • Master's Degree with two years of relevant IT and project management experience, including healthcare systems and IT development; or
  • Bachelor's Degree with four years of relevant experience; or
  • Associate's Degree with six years of relevant experience; or
  • Equivalent combination of training and experience.

Note: Verifiable part-time/volunteer experience counts proportionally. Professional experience involves independent action and responsibility.
