The City is currently hiring to fill one (1) full-time vacancy for this position in the Engineering Department. The first review of applications will begin on Monday, May 19, 2025.

DEFINITION

Under general direction, provides responsible planning, implementation, and management of assigned engineering projects and programs such as habitat restorations, building infrastructure, bidding projects, and construction and design; ensures environmental compliance and enhancement of assigned areas through permits, monitoring, and coordination with contractors, regulatory agencies, and City staff; performs administrative support functions; fosters cooperative relationships among City departments; acts as liaison with community, public, and regulatory agencies; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from supervisory or management personnel. Exercises supervision over assigned staff.

CLASS CHARACTERISTICS

This is an advanced journey-level class in the professional administrative support series. Responsibilities include developing and implementing policies and procedures for functions such as budget development, financial administration, grant disbursement, purchasing, contract administration, project management, automation, and program evaluation. Incumbents provide professional organizational, managerial, and operational analysis. Supervision of staff or consultants may be required on a project basis. This class is distinguished by its scope, complexity, and responsibilities, including project and program management.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

  • Plans, designs, develops, organizes, and oversees complex projects and programs (property management, housing, stormwater, police, environmental, redevelopment, economic development); develops goals, policies, procedures, standards; manages budgets; acts as liaison; oversees committees; reviews applications; presents recommendations to City Council.
  • Coordinates and performs administrative work in budget development, financial reporting, grants, purchasing, contracts, management analysis, project management, public information, and program evaluation.
  • Leads in developing and implementing key departmental and City projects aligned with departmental goals.
  • Analyzes information from various sources, prepares reports, identifies alternatives, and makes recommendations.
  • Conducts studies, research, and analyses on administrative, fiscal, personnel, and operational issues; evaluates and recommends procedural or operational changes; monitors legislation.
  • Serves as liaison with employees, the public, organizations, and agencies; provides information and assistance; handles complaints and questions; reviews problems and recommends corrective actions.
  • Assists in developing and reporting on funding sources, ensuring compliance with laws and regulations.
  • Prepares reports, resolutions, ordinances, and correspondence for City management and councils.
  • Confers with management regarding contracts, agreements, and grants.
  • Prepares or assists with RFPs and bids; administers contracts.
  • Maintains records, databases, and files; develops record storage and retention schedules.
  • Coordinates events; manages public relations, outreach, and education programs.
  • Communicates effectively in various formats with colleagues, the public, and organizations.
  • May participate in staff selection, training, motivation, and evaluation.
  • May oversee capital improvement projects.
  • Performs other duties as assigned.
QUALIFICATIONS

Knowledge of: Principles of supervision, municipal management, budgeting, project/program management, public administration, research methods, legal regulations, public relations, financial management, contract administration, office practices, record keeping, computer applications, and effective communication techniques.

Ability to: Supervise staff, develop policies, organize complex programs, perform administrative work, analyze data, conduct studies, establish relationships, and communicate effectively.

Education and Experience

Any combination providing the required knowledge, skills, and abilities, typically including:

  • Graduation from an accredited four-year college or university in business or public administration, economics, or related field.
  • Five (5) years of professional programmatic and administrative support experience.
  • Two (2) years of supervisory experience.
License
  • Valid California class C driver's license with satisfactory driving record.
