POSTING DEADLINEThis position is posted until filled.JOB DESCRIPTIONSalary Grade: G06Minimum Midpoint Maximum$78,537 - $106,024 - $133,511SUMMARY:Under general supervision, completes utility construction and maintenance projects in a timely and efficient manner.ESSENTIAL DUTIES AND RESPONSIBILITIES:Oversees projects that consist of large subdivisions, commercial, and major system improvements, to include the design review, cost estimate approval, and work activity monitoring. May include streetlights and gas mainline coordination. Projects will normally be completed working independently when well-developed policies, procedures and guidelines are not available, reporting only unusual matters to Team ManagerMonitors field work for compliance and completenessLeads the team to identify and resolve issues that require direct customer involvement on inquiries, right-of-way, complaints, tree trim requests, and damagesPresents projects and participates in capital management processCommunicates and coordinates job requirements to customers, team members, Gas Engineering, and others outside the team as necessaryParticipates in project scheduling, and assigns job priorities in order to meet company and/or customer requirementsProvides training and technical assistance to other Project Leaders and Designers; helps establish training needs for other team membersInitiates and administers line extension contractsDirects the work of others assigned to their projectMay coordinate gas and/or electric transmission projects or the tie-in between distribution and transmission projectsNegotiates and manages a variety of contracts for projects, professional services, materials, and equipmentProvides input to Team Manager concerning personnel recommendationsReviews measurements and makes adjustments to the process to achieve team goalsOther duties as assignedCOMPETENCIES:Advanced knowledge in gas or electric theory, design and construction of systems, with general knowledge in the other utilityAbility to promote first-class public relations with customers, businesses, outside agencies, and community leaders; attends and addresses tribal and city councilsDemonstrated ability to apply and interpret PNM and industry standards for distribution design, construction, metering, and gas transmission, depending on the areaAdvanced understanding of governmental rules and regulations and other PNM Policies and Procedures as they apply to their area of responsibilityExperience in coordinating outages, metering inspections, switching procedures, or pre-design/construction meetingsAdvanced knowledge of the Gas or Electric Service delivery processAdvanced knowledge of right-of-way, environmental terms, and governmental guidelinesAbility to apply, administer and interpret contracts and the gas and/or electric line extension policiesMust be sensitive to the business environment and customers to generate workExperience in advanced designs or construction, such as: large commercial shopping centers, major anchor stores, industrial parks, network systems, and system improvements; may do gas transmission where no routine procedures existDemonstrated ability to make decisions that require judgment, creativity, and interpersonal skillsExtensive experience in negotiating and managing construction contractsDemonstrates an ability to promote team performance by having a positive attitude, being self-motivated, and staying flexible to changeCommunicates effectively orally and in writing with customers and team membersQUALIFICATIONSMINIMUM EDUCATION AND/OR EXPERIENCE:Bachelor's degree with seven to eight years of directly related experience, or equivalent combination of education and/or experience related to the discipline.Two years of project management experience or equivalent is required.Experience in gas or electric utility design or construction of similar types of projects is preferred.Promotion requires business need, in addition to individual qualifications.CERTIFICATES, LICENSES, REGISTRATIONS:Must possess a current, legally valid driver's license and meet the company's driving record requirements.SUPERVISORY RESPONSIBILITIES:May assume the role of Team Manager. Initiates personnel recommendations to Team Manager and participates in the process. Provides training and technical assistance in their area of expertise. Provides input to Team Manager concerning personnel recommendations. Assists in achieving team goals and objectives. Directs the work of others assigned to their project.COMMUNICATION SKILLS:Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulationsAbility to write complex reports, business correspondence, and procedure manualsAbility to effectively prepare and present information and respond to questions from groups of managers, clients, customers, and the general publicDirect customer contact experience, training in interpersonal skills, and training in leadership or related courses is requiredMATHEMATICAL SKILLS:Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometryAbility to apply concepts such as fractions, percentages, ratios, and proportions to practical situationsCOMPUTER SKILLS:Working knowledge of spreadsheet, database, and word processing software, and computerized customer billing, work management, financial management, mapping/drafting systems, and other Company systems that are used by the teamANALYSIS AND PROBLEM-SOLVING ABILITY:Ability to solve complex practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.PHYSICAL DEMANDS:Regularly required to stand and/or walk up to 2/3 of the time and frequently visit the construction sites. Must occasionally lift and/or move up to 30 pounds.WORK ENVIRONMENT:Office and construction environment. Regularly works outdoors and in remote locations in various weather conditions.
