Description of Duties:

The Project Executive will lead a mission-critical initiative in support of the State of TN. The selected individual will have overall responsibility for all STS activities on the project, including solution design, integration, testing, conversion, training, organizational change management (OCM), and program oversight.

This executive-level role requires a highly experienced professional with a background in delivering complex technology transformation initiatives in public sector environments, particularly projects involving legacy system modernization, SaaS implementations, and AI integration. The Project Executive will also serve as the primary liaison between State agencies and external partners, ensuring alignment across multiple stakeholders.

Required Skills:

  • 15+ years of program and project management experience leading large-scale, multi-vendor IT initiatives in state government or public sector environments.
  • Expertise in delivering technological transformation programs, particularly involving:
    • Legacy mainframe migration to SaaS or hosted platforms
    • AI integration and automation
    • Cloud adoption and modern architecture
  • Demonstrated ability to work effectively with executive leadership and influence decisions across agencies and vendors.
  • Extensive experience coordinating with multiple third-party vendors in high-visibility projects.
  • Strong background in organizational change management, communication, and stakeholder engagement.
  • Exceptional leadership, problem-solving, and team coordination skills.
  • PMP certification preferred; additional advanced project/program management credentials a plus.

Key Responsibilities and Desired Experience:

  • Lead and manage all STS responsibilities across the project, including:
    • Solution build and implementation
    • Data conversion
    • System integration
    • Testing and QA
    • Training
    • Program management
    • Organizational change management
  • Oversee a team of 15+ STS full-time and part-time resources supporting the project.
  • Act as the key liaison between STS and external stakeholders including TDOC, Deloitte, and Mi-Case.
  • Drive overall project execution strategy, timelines, and risk mitigation.
  • Represent STS on the executive leadership team, participating in high-level planning and decision-making.
  • Manage cross-functional collaboration between internal teams and vendors, balancing priorities and ensuring clear communication.
  • Prepare and deliver executive-level updates, reporting on progress, risks, and decisions.
  • Ensure deliverables meet business requirements and align with state technology standards.
  • Be available for required overtime, especially during high-impact project phases.
  • Adapt to changing demands, including escalation management, leadership alignment, and executive briefings.

Working Schedule and Travel:

Hybrid Work Arrangement – Variable:

  • Initially, more days will be required onsite in Nashville to support early project phases and team coordination. Over time, the role is expected to transition to more remote flexibility, based on project stability and leadership needs.
  • Expected onsite presence is currently 2–3 days per week, with flexibility to adjust upward as needed.
  • Required overtime will be necessary during key phases and deadlines to maintain momentum and leadership visibility.
  • High-demand, fast-paced environment with extensive stakeholder engagement.

Education:

Bachelor's degree or equivalent experience.
