Job Description Project Engineer - 636515 Location: East Chicago, Indiana Department: Engineering / Integrity Management Reports To: Engineering Manager or Project Supervisor Job Type: Full-Time Certification Required: API 653 (Preferred)Position Summary We are seeking a highly motivated Project Engineer to join our team in East Chicago, Indiana. This role is critical in developing innovative and practical engineering solutions for project and operational challenges. The Project Engineer will be responsible for managing engineering activities for capital projects, ensuring compliance with all applicable specifications, procedures, and regulatory standards. The position supports the Above Ground Storage Tank Inspection Program (ASTIP) and the Integrity Management (IM) Program, while providing essential technical assistance to operations and leading efforts to solve project development and design issues. Note: This position is based in East Chicago, IN. Applicants must be willing to work onsite. This is not a remote or Tulsa, OK-based role.Key Responsibilities
  • Provide project management oversight for assigned projects, with full accountability for quality, cost, and schedule.
  • Manage projects up to $5 million total installed cost, ensuring timely and efficient execution.
  • Develop and maintain fluency in SAP, particularly in Project System, Plant Maintenance, and Materials Management modules.
  • Assist internal customers with SAP- and project-related queries and processes.
  • Prepare AFE-quality estimates and material/construction bid packages.
  • Analyze contractor and supplier bids, make recommendations for award based on cost-effectiveness and alignment with standards.
  • Contribute to Terminal and Pipeline capital budgeting processes.
  • Review engineering drawings related to Terminal and Pipeline facilities for compliance with CITGO standards (safety, environmental, operations, and design).
  • Create engineered designs that comply with all applicable industry, local, state, and federal regulations.
  • Collaborate with Professional Engineers (PE) for review and stamping of formal design calculations.
  • Provide technical support to operations, both routinely and in emergencies, including troubleshooting across various engineering disciplines (automation, piping, electrical, civil, etc.).
  • Assist in technical programs such as:
    • Above Ground Storage Tank Inspection Program (ASTIP)
    • Coatings and cathodic protection
    • Engineering standards and construction specification development
  • Contribute to project cost estimating for facility budgeting purposes.
  • Actively support the Integrity Management Program (IMP) by:
    • Evaluating pipeline integrity
    • Performing IMP risk assessments
    • Recommending design, construction, and maintenance strategies
    • Ensuring full compliance with relevant IM regulations
Minimum Qualifications
  • Bachelor's Degree in Engineering from an accredited institution
  • 4+ years of job-related engineering experience
  • Proficiency in Microsoft Word, Excel, PowerPoint, and project scheduling tools
  • Working knowledge of SAP (preferred)
  • Design experience in at least one of the following: hydraulic systems, pipe stress analysis, or pump design
  • Familiarity with industry codes and standards for design, construction, and operations
  • Knowledge of 49 CFR Parts 195 and 192 (preferred)
  • API 653 Certification (preferred or ability to obtain)
  • Strong written and oral communication skills
  • Ability to collaborate across functions and with personnel of varying technical levels
