Project Director

Salary Grade 27: $98,692 - $110,719

The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidates to fill the position of Project Director in the Office of Addiction Services and Supports (OASAS), Office of Strategic Information Management (OSIM) to define, develop and manage all Information Management activities supporting the Continuum of Care initiative. This initiative is designed to meet the Commissioner's strategic goals to provide, support, and oversee compassionate addiction services across the harm reduction, prevention, treatment and recovery continuum.

This position will report to the Director of Strategic Information Management/Cyber Risk Coordinator, and will supervise one RFMH staff as well as project-based staff. The incumbent will assist the Director in managing a multi-million-dollar ($60M) portfolio of data management and information technology initiatives to develop new data/information management systems and modernize existing systems. These systems are used by both OASAS and provider community staff and support the substance use disorder system in New York State.

This role is critical in supporting OASAS' strategic plan and is vital to OASAS mission to provide, support, and oversee compassionate addiction services across the harm reduction, prevention, treatment and recovery continuum.

Responsibilities include but are not limited to:

  • Serve as the Director of Project activities in the OSIM.
  • Key liaison to the OSIM Director, assisting in oversight of awarded vendors and OASAS program staff.
  • Assist in oversight activities in concert with the OSIM Director with program staff on the implementation of contract scope of work (SOWs), invoicing and adherence to contracting requirements.
  • Lead all Joint Application Design (JAD) sessions to elicit requirements for OASAS Mission Critical Systems projects.
  • Lead activities as liaison with NYS ITS, WebNY, CISO on specific project requirements and deliverables as directed.
  • Direct the performance of processes associated with the contracts, and reviews of vendors performance and compliance.
  • Perform contract monitoring tasks, including recommendations for necessary contract modifications, contract amendments, and follow up with the Division of Fiscal Administration (DFA).
  • Manage and coordinate communication, project management tasks, and compliance with timeframes and benchmarks.
  • Serve as change agent with team to identify systemic problems with relevant implementations and advise on potential solutions/changes to resolve.
  • Obtain written reports on projects processes, and creates reports for OASAS leadership as needed for successful implementation and evaluation.
  • Supervise assigned project staff.
  • Other tasks as assigned.
  • Travel: 25%

Minimum Qualifications:

  • Bachelor's degree and five years of experience managing programs and/or projects of significant scope utilizing strategic planning principles; OR
  • Master's degree or J.D. and four years of experience managing programs and/or projects of significant scope utilizing strategic planning principles; OR
  • D. and three years of experience managing programs and/or projects of significant scope utilizing strategic planning principles.

Preferred Qualifications:

  • MBA in related field.
  • Experience in developing, leading, and managing experience in planning strategy initiatives for large complex organizations (state, federal, technology, healthcare, pharma).
    • Experience must have been at the management level, with a strong foundational knowledge of technology trends, strategic planning principles, and driving organizational change.
  • Strong leadership and management skills.
  • Demonstrate ability to build and maintain strong relationships with key stakeholders.
  • Prove track record of developing and implementing successful strategic plans and initiatives.
  • Deep understanding of government operations, technology trends, and strategic planning principles.
