Job Description: Program Specialist, Health and Public Service Department: Student Learning and Success Pay Classification: 100 Reports To: Dean of Health and Public Service FLSA Status: Non-Exempt Job Summary: The Program Specialist supports the college's instructional initiatives with a focus on student recruitment, onboarding, and engagement. This position plays an integral role in aligning programs with student success strategies and regional workforce development priorities. The Program Specialist collaborates closely with faculty, staff, industry partners, and community stakeholders to enhance educational pathways, strengthen program delivery, and expand access to health and public service programs. This position is funded 100% by the DOL Grant. Minimum RequiredEducation: Bachelor's degree in education or a related field; or a combination of experience and education that yields the required knowledge, skills, and abilities Minimum RequiredExperience: Minimum Required Experience: Preferred: Experience teaching in higher education within the instructional area being taught. Core Duties and Required Knowledge: The Program Specialist for Instruction supports the implementation of PATH project initiatives, ensuring program goals are met and aligned with student success and workforce development. Responsibilities include facilitating student participation in career pathways, work-based learning, and academic support services; tracking and reporting student outcomes; and assisting with grant reports. The specialist builds partnerships with community and industry stakeholders to enhance program relevance and expand student opportunities. The role also involves developing and executing recruitment strategies for instructional and PATH-related programs, representing the college at high schools, career fairs, and community events, and building relationships with local districts and organizations to drive enrollment. The specialist supports onboarding by guiding new students through orientation, advising, and connecting them with resources. Additionally, the specialist assists students in understanding program requirements and career pathways, collaborates with advisors, faculty, and student services to improve retention, and supports initiatives that promote student engagement and career readiness. The position also involves analyzing enrollment and retention data, engaging with advisory boards, and working with local employers to align instructional programs with labor market demands. Must demonstrate the capacity to set priorities, manage multiple tasks, and meet deadlines with minimal supervision. Capable of working independently, they must also thrive in team settings. Ability to think critically and apply appropriate problem-solving skills. Ability to articulate and support the values and Code of Conduct of Hill College. Ability to interpret and abide by the policies and procedures of Hill College. Ability to maintain confidentiality of all information. Must exhibit excellent customer service skills, creating a welcoming and supportive environment for students and colleagues alike. Must possess a working knowledge of the guidelines of the state agency / accrediting agency for departments with regulation from outside agencies. Working knowledge of all regulations in adherence to required licenses and certifications. Working knowledge of the Hill College vision and mission. Strategic Vision and Program Development: Contributes to the development and review of curriculum and general education assessment. Collaboration: Participates as a staff representative at convocations, commencement, and honors day assemblies; works individually and collaboratively with others to recruit and retain students. Demonstrated Attributes: Sets high standards in academic and scholarly excellence, personal integrity, and professional ethics; maintains professional development and engagement in the field. Other Information: Security sensitive position. Travel for recruiting and performances as necessary. Texas driver's license required. Physical Requirements: Light work; exerting up to 20 pounds of force occasionally and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body. The use of arm and/or leg controls requires exertion of force greater than that for Sedentary Work.
