Purpose of Classification:
The purpose of this classification is oversee the day to day operations of support services of the Head Start Program. This includes: disabilities/mental health, nutrition, in-kind, parent engagement, and health/dental services.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Directs the early childhood programs for Head Start to include program planning, management, evaluation, funding, reporting requirements and community relations: directs the implementation of Head Start policies and procedures and recommends, strategies and approaches to improve performance that is consistent with priorities, plans, policies, goals, and objectives of assigned programs; modifies or makes recommendations for modification of programs and ensures uniform and consistent application of programs.
Supervises, directs, and evaluates a large diversified staff and provides overall direction to maximize the success of the children and family development programs: develops and oversees employee work schedules to ensure adequate coverage and control; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; reviews and approves job orders for new or vacated positions; reviews and approves separation notices; directs work and acts as a liaison between employees and management; and trains staff in operations, policies, and procedures; monitors and evaluates staff performance and makes recommendations for staff training and development needs.
Oversees compliance, obligations, and commitments established by federal, state and local funding sources: prepares funding proposals and resource application; manages negotiations with prospective funding sources; establishes support resources with foundations, social services agencies, universities and other organizations to ensure support for partnerships and collaborative agreement with Head Start.
Prepares and reviews budgets and grant applications prior to submission to Executive Director; provides Executive Director with timely reports on fiscal accountability, sources of fiscal concern and cost effectiveness; prepares various reports on the Children and Family operations that are taken to the Board of Directors for review, approval and implementation; and acts as a collaborative team member with other CEOGC offices and staff to ensure effective service delivery.
Serves as an advocate for the Head Start program through public relations, public speaking, serving on boards, committees and by participating in community activities; attends meetings, conferences and workshops related to the Head Start program or professional development of administrative/management; and serves as a liaison between programs, agency, policy council, committees, board and community agencies.

Minimum Qualifications:
Bachelor's Degree in Early Childhood Development, Education, Public or Business Administration or a related field required; supplemented by five years of progressively responsible experience in a supervisory position overseeing staff and operations of a child and family program; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
