PLEASE NOTE PROPOSED SALARY RANGE FOR THIS POSITION: $95,000 - $110,000.

About the Office of Budget Administration (OBA)

The Office of Budget Administration (OBA) provides fiscal planning and budget oversight for the Department of Social Services / Human Resources Administration and the Department of Homeless Services (the “Agency”). OBA is responsible for the preparation and negotiation of the Agency's four-year expense, revenue, and capital budgets, managing the annual budget cycle, analyzing service demand trends, policy directives, legislative changes, and other mandates impacting program funding. It also develops strategies to maximize the use of budget resources, collaborates with program areas on cost reduction initiatives, and reviews program proposals to ensure budget compliance.

Program Details

The DHS Shelter and Street Programs Unit manages budgets for DHS Shelter programs serving Single Adults, Families with Children, and Adult Families, as well as Street Homelessness and the Program OTPS budget.

Position Overview

The Office of Budget Administration is recruiting to fill one (1) Administrative Staff Analyst NM-I position functioning as a Budget Manager for Program Operations (DHS Shelter and Street Programs). The responsibilities include:

  • Overseeing budgets for one or more program areas.
  • Conducting budget and program analysis, forecasting, and monitoring expenditure or caseload trends.
  • Analyzing, reviewing, and providing recommendations for new funding requests and cost reduction initiatives.
  • Monitoring and evaluating program spending to ensure adherence to approved budgets.
  • Reviewing, coordinating, supporting, and processing contract and procurement actions.
  • Analyzing state and federal budgets and legislation for their impact on assigned programs.
  • Preparing surplus/needs analysis at fiscal year-end.
  • Serving as liaison between OBA, the program area, and OMB to discuss budgetary and programmatic impacts.
  • Handling other special projects as needed.
  • Work Location: 4 World Trade Center, New York, NY.

    Hours/Schedule: 9 to 5.

    Minimum Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, plus two years of full-time professional experience in areas such as budget administration, accounting, economic or financial research, management analysis, personnel or public administration, or related fields. At least 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, supervising staff performing professional work.

    2. Or, a baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including at least 18 months in a managerial or supervisory role.

    • Extensive budget experience
    • Strong research, quantitative, and problem-solving skills
    • Proficiency in MS Office
    • Experience reconciling data from FMS using statistical and cost analysis techniques
