Job Description :

Under the supervision of the Associate Director, the Program Manager is responsible for the design, implementation, evaluation, and overall management of MNC's Youth Services, including after-school enrichment, violence prevention, harm reduction, restorative justice, case management, and alternatives to detention. Programs must align with logic models, contract deliverables, and the agency's mission. The Program Manager also supports special projects and other duties as needed to meet departmental goals.

ESSENTIAL Duties / Responsibilities

Program Management

  • Lead daily operations for Afterschool & Summer Programs, RAICES, CCP, RTP, and other youth initiatives.
  • Ensure full compliance with DCYF and agency policies, taking prompt corrective action when needed.
  • Plan, implement, and evaluate programming to ensure effectiveness and alignment with youth needs.
  • Oversee assessments, enrollment, and communication of program expectations to staff and families.
  • Foster integration of youth programs with other MNC services for holistic support.
  • Maintain and update standard operating and safety procedures.
  • Support program visibility and sustainability by engaging in community planning, fundraising, and strategic partnerships.
  • Assist with special events and projects to enhance community engagement.

Fiscal Oversight

  • Lead strategic planning for youth services to ensure alignment with funding and agency priorities.
  • Monitor budgets in collaboration with fiscal staff and funders.
  • Ensure timely, accurate submission of financial and programmatic reports, including in-kind documentation.
  • Conduct annual self-assessments for program effectiveness and cost efficiency.

Staff Supervision & Development

  • In partnership with HR and Associate Director, manage recruitment, training, supervision, and performance management.
  • Build staff capacity in work-based learning, service projects, skills training, and stakeholder partnerships.
  • Identify service gaps and use outcome data for continuous improvement.
  • Facilitate weekly team meetings, one-on-ones, and annual performance reviews.
  • Develop professional development plans and schedule relevant training.

Program Reporting & Evaluation

  • Oversee implementation of program evaluation strategies for internal and external use.
  • Ensure accurate data collection, storage, and analysis using online contract management systems and other tools.
  • Use outcomes data to guide quality improvements and program adjustments.
  • Ensure timely and complete submission of monthly and funder reports.

Community Engagement & Partnerships

  • Represent MNC in funder, community, and collaborative meetings.
  • Develop and maintain strategic partnerships to enhance programming and service delivery.
  • Coordinate referrals and collaborations with internal and external providers.
  • Support production of MNC community and cultural events.
  • Implement communication strategies to increase awareness and engagement in youth services.

Customer Service & Safety

  • Provide high-quality, culturally responsive customer service.
  • Follow and enforce all safety procedures and reporting requirements.
  • Promote participant well-being through adherence to health and safety protocols.
  • Contribute to a positive team environment and facilitate collaborative problem-solving.
  • Work with supervisors to address departmental issues and promote organizational goals.

Qualifications

Education

  • Bachelor's Degree required in Social Work, Counseling, Psychology, Business Administration, or related field.

Experience

  • Minimum 3-5 years in non-profit youth services, with expertise in trauma-informed care, restorative practices, and harm reduction.
  • Minimum 3-5 years in program management, including oversight of multiple teams and complex operations.
  • Preferred: Experience with or within the juvenile justice system.

Requirements

  • Valid CA Driver's License, auto insurance, and clean driving record.
  • Bilingual/bicultural (Spanish/English) strongly preferred.
  • Leadership: Independent thinker with strong judgment, integrity, and a professional demeanor.
  • Organization: Able to manage multiple priorities, meet deadlines, and maintain confidentiality.
  • Communication: Excellent verbal and written communication in both individual and team settings.
  • Interpersonal: Tactful and effective under pressure, especially in multicultural environments.
  • Technology: Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) and online management systems.
  • Decision-Making: Ability to prioritize tasks, set performance standards, and develop actionable plans.

Physical & Work Environment

  • Sit (50%), walk (30%), stand (20%); occasionally lift up to 30 lbs.
  • Frequent use of hands, vision, speech, and hearing.
  • Standard office equipment usage (computers, phones, copiers, etc.).
