The Program Manager leads day-to-day execution for an on-site DoD program at Patrick SFB, integrating and coordinating all contract activities to ensure timely, complete, and high-quality deliverables. This role provides input, training, and oversight for contractor personnel; drives issue resolution and corrective action plans; manages schedule and resources to mitigate turnover/coverage risks; and ensures early identification of factors that could impact performance.
This position requires an active DoD Secret Clearance.
Key Responsibilities
- Own contract delivery (scope, schedule, quality) and on-time CDRLs; maintain decision logs and change control.
- Build and manage an integrated schedule (IMS); align milestones with Government stakeholders and base support functions.
- Maintain staffing/coverage plans; drive cross-training and contingency coverage to mitigate turnover or qualification gaps.
- Manage risks and issues end-to-end: root-cause analysis, corrective action plans, tracking to closure, and executive visibility.
- Oversee program financials: budget tracking, variance analysis, ETC/EAC, reconciliation, and audit readiness.
- Execute invoice/receipt processes in WAWF/PIEE; coordinate financial data with CFIS and a Government-approved accounting system.
- Build and govern Power BI data models and reports (Office 365): Power Query transformations, basic DAX, refresh troubleshooting, and workspace/permission administration; standardize PMD financial models.
- Prepare and facilitate Program Management Reviews (PMRs) with executive-ready dashboards, narratives, and action trackers.
- Standardize processes and SOPs; automate recurring reporting; measure and improve KPIs.
- Ensure compliance with FAR/DFARS, OPSEC/PII practices, security, and configuration control across program artifacts.
- Coordinate vendors/subcontractors (as applicable) to align deliverables, quality standards, and schedules.
Requirements
Education & Experience
- An active DoD Secret clearance is required for this position.
- 5–7 years of base-level management experience supporting Government programs.
- Bachelor's degree in Business Administration, Finance/Accounting, Industrial or Systems Engineering/Engineering Management, or similar. An additional 4+ years of directly relevant program/financial management experience may substitute for the degree.
- Hands-on experience with program financial analysis and management of accounting/financial systems (e.g., Wide Area Workflow/WAWF within PIEE, Comptroller Financial Information System/CFIS, and a Government-approved accounting system).
- Proficiency in accounting principles (reconciliation, substantiation, controls) and in developing corrective actions for financial discrepancies.
- Current Microsoft Power BI Data Analyst Associate (PL-300) certification; fluency with Office 365 integration, Power Query, DAX (basic), and enterprise dashboard/report development and administration.
- Prior U.S. Air Force/Space Force program experience and familiarity with base-level financial processes.
- Experience with Deltek Costpoint/Unanet or similar Government-approved accounting systems.
Required Knowledge, Skills & Abilities
- Working knowledge of FAR/DFARS, SFIS/DoD financial data standards, and PM best practices (e.g., EVM concepts, integrated master schedules).
- Demonstrated knowledge of and access to Government systems sufficient to provide input, training, and oversight for contractor personnel.
- Strong planning, scheduling, resource allocation, and issue/risk management skills; excellent communication with Government and contractor stakeholders.
- Able to communicate effectively with PM/CO/COR and base stakeholders, framing risks with options and clear recommendations.
- Able to work on-site at Patrick SFB in Melbourne-Titusville, FL.
