This role involves overseeing and managing all resources related to the project, ensuring its successful execution. The Program Manager will be responsible for project governance, executive communications, strategic planning, budgeting, performance monitoring, risk management, and quality assurance.Key Responsibilities:Project Management & Oversight: Oversee and manage the day-to-day operations of IT projects. Develop and execute project plans, ensuring they align with business objectives. Ensure project deliverables are met on time, within budget, and to scope. Identify critical project tasks, deadlines, dependencies, and acceptance criteria. Monitor project performance and implement corrective actions when necessary. Ensure application of State Software Development Life Cycle (SDLC) standards.Agile & Reporting Practices: Utilize Agile tools and metrics to track and manage sprint and project progress, including dependencies. Track and manage team capacity and deliverables using tools such as JIRA and VersionOne. Escalate and resolve cross-functional issues to ensure projects remain on schedule. Maintain clear documentation and daily reporting on team and project progress. Produce and submit regular and on-demand reports to the PMO Director, leadership, stakeholders, and federal partners.Risk & Issue Management: Identify project risks and issues and propose mitigation strategies. Ensure proactive resolution of project challenges to maintain progress. Provide regular status updates to executives and stakeholders. Monitor issues and provide resolutions for up-to-date status reports.Stakeholder Engagement & Communication: Facilitate meetings between State agencies, contractors, and other stakeholders. Maintain clear and consistent communication with senior leadership and project teams. Collaborate with cross-functional teams to ensure project alignment with organizational goals. Compliance & Process Management: Ensure adherence to the State's Software Development Life Cycle (SDLC) standards. Maintain compliance with regulatory and contractual obligations. Document and deliver project management artifacts using PMI's PMBoK methodologies. Establish and maintain standardized reporting templates and team planning documents.Performance Improvement & Quality Assurance: Implement efficiency solutions to reduce costs while maintaining performance standards. Monitor project deliverables and ensure they meet quality standards. Provide leadership in continuous process improvement initiatives.Required Qualifications:Education
- Bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or a related field.
- Project Management Professional (PMP) certification from the Project Management Institute (PMI) is required. A Master's degree is highly desirable.
General Experience:
- Minimum 10+ years of experience in project management.
- Strong understanding of the Agile development lifecycle, including backlog grooming, sprint planning, release management, and retrospectives.
- 8+ years of experience managing complex IT development projects.
- Leadership experience in at least three (3) successful projects involving organizational change management and stakeholder engagement.
- 5+ years of experience using PMI's methodologies and artifacts.
Preferred Qualifications:
- Strong leadership and stakeholder management skills.
- Expertise in IT project governance, risk management, and budgeting.
- Excellent verbal and written communication skills.
- Proficiency in project management tools such as VersionOne, JIRA, and related Agile platforms.
