We are currently recruiting for a Program Manager to assist the Northeast Fisheries' Science Center's (NEFSC) Marine Development and Ecology Branch (MDEB). A critical component of MDEB's mission is to work with partners in the marine development industry to mitigate the effects of marine development on scientific surveys of marine organisms.

This will be a part-time position with 940 hours allotted annually. Work will be performed on-site at a Northeast Fisheries Science Center, aboard research vessels in the Northwest Atlantic Ocean, or remotely in coordination with the COR and Project Lead. The contract has a one-year base period and will include up to three (3) 12-month option periods.

Duties:

  • Manage and track progress on various projects, including the implementation of the NEFSC survey mitigation program.
  • Monitor and track project progress, tasks, and deliverables to ensure they are on time and within scope.
  • Implement and oversee execution of short- and long-term program plans, scheduling, budgeting, and organizational tasks.
  • Report on progress regarding NEFSC survey mitigation strategies and plans.
  • Plan, schedule, and coordinate survey mitigation program implementation.
  • Develop content for the MDEB website.
  • Respond to scientific program requests and taskers.
  • Develop funding proposals, scopes of work, and schedules.
  • Develop and review scientific planning documents.
  • Organize meetings and workshops, facilitate science meetings, draft agendas, and distribute minutes.
  • Communicate project needs, schedules, and coordination across groups.
  • Implement project management tools to support survey mitigation efforts, including engagement with wind developers in compliance with BOEM requirements.
  • Track and coordinate responses to communications sent to the survey mitigation email address.
  • Provide NEFSC OSW Regulatory input on GARFO requests.
  • Oversee staffing agreements for NEFSC staff funded by MDEB.

    • Minimum Qualifications:

    • Project management experience with PMP or equivalent certification.
    • Background in Marine Science or Fisheries, with a Master's degree.
    • Strong organizational and time management skills.
    • Excellent written and verbal communication skills, especially scientific writing.
    • Ability to work independently.
    • Experience planning group meetings and workshops.
    • Experience with renewable energy industry is preferred but not required.
    • Position can be onsite or remote.

    Salary range is $45 - $55 per hour, depending on experience.
