Hope Haven of East Texas is a Christian, faith-based non-profit ministry that provides for the physical, emotional, educational, and spiritual needs of children in foster care. Our mission is that: We demonstrate Christ's love to forgotten children and teens in the foster care system by providing home, healing, and hope because every child deserves to be safe and equipped for their future. PROGRAM MANAGER REPORTS TO: Director of Program Operations SUPERVISES: Residential Manager, Recreation/Normalcy Coordinator QUALIFICATIONS: This position requires:

  • Bachelors' level degree, preferable in Social Work, Psychology, or other Social Science field or five years' experience working in residential operations childcare setting.
  • Knowledge of the Texas Department of Family and Protective Services Minimum Standards for the license, contract and operation of a Group Residential Operation.
  • It is essential that there is acceptance and commitment to the organization's Faith Based Mission Statement. Experience working in the Texas welfare system with children placed in foster care is highly desirable.
  • Experience working with adolescent females is highly desirable.
  • RESPONSIBILITIES AND TASKS:
  • Ensure that all activities are compliant with the following:
  • Any DFPS Child Centered Care service packages provided by Hope Haven.
  • Texas Laws and Regulations
  • Minimum Standards of the Texas Department of Family and Protective Services for Group Residential Operations
  • Texas Health and Human Services Contract requirements
  • The policies and procedures of Hope Haven of East Texas
  • Participate and facilitate in the implementation of the Treatment Model applicable to the Services Plans for which Hope Haven has been credentialed and contracted.
  • Supervise, participate and facilitate the implementation of the following:
  • Therapeutic treatment services developed and provided by the Treatment Director.
  • Medical Care
  • Supervise and manage staff in the provision of the following activities:
  • Basic Living Needs
  • Case Management Services including:
  • Service Planning
  • Aftercare Management
    • Cross System Coordination
  • School Participation.
  • Normalcy Activities
  • Adult Living Transition
  • Recreation
  • Assist in crisis intervention and incidents as needed.
  • Conducts staff trainings as necessary in the following:
  • Hope Haven Policies and Procedures
  • Professional Parenting
  • Regulatory Compliance
  • Monitor and facilitate the residential physical plant that includes the residential home, surrounding property, equipment, and vehicles to ensure proper maintenance as to provide an attractive, safe, and efficient living environment for residents.
  • Maintain a Staffing Plan (including volunteers) that defines the recruitment requirements, training requirements, position description, qualifications, numbers, and duties of staff sufficient to provide all activities of contracted Service Plans.
  • Responsible for observing, implementing and monitoring the financial activities of the program including budgets.
  • Responsible for participating in various activities of Public Support for Hope Haven that are necessary to the organization's mission.
  • Responsible for communication and coordination with all regulatory activities and investigations in compliance to include enforcement and corrective action plans.
  • Will participate in management, planning and education activities necessary for organization's mission.
  • Position Requirements, Knowledge, Skills and Abilities: Additionally, the candidate must:
  • Possess knowledge of Residential Child-Care licensing and contracts, Minimum Standards for Residential Treatment Centers, and Youth For Tomorrow (YFT) Guidelines, and Single Source Continuum Contractors
  • Possess leadership and management skills necessary for the supervision of the overall program within a GRO setting.
  • Be able to recognize differences in sound, such as voices/noises that are loud and playful instead of angry and combative; and ability to differentiate tones and volumes in conversations.
  • Be able to handle multiple tasks and motivate others.
  • Be able to communicate effectively both orally and in writing and possessing good organizational skills.
  • Be able to deal with a variety of adults and children with a range of personalities and problems, to use good judgment and maintain confidentiality.
  • Possess a personality attuned to meeting the needs of children and the ability to establish and maintain effective working relationships with other employees, children, parents, professionals, agency representatives and the public.
  • Be willing to take CPR, first aid and restraint training; and to be a trainer in these areas.
  • Possess sufficiently good health to properly discharge duties. Employees shall not be permitted to work when they have infectious disease or skin lesions for the duration of the communicability.
  • Be a self-starter and able to work independently with minimal supervision and exercise sound judgment.
  • Possess a basic knowledge and understanding of the legalities involved with medical intervention.
  • Be able to effectively work under pressure and remain flexible as priorities change.
  • Be able to supervise others' work and hold others accountable for assigned duties and documentation; provide training, development and feedback to staff and other persons.
