DescriptionBMA is seeking a Program Manager to join our team. This is a remote role.Job Summary

  • Responsible for the planning, organizing, supervising, controlling, budgeting and execution of all supported contract activities.
  • Singular point of contact with the Government Contracting Officer Representative and supported Government Program Managers.
  • In coordination with company executive leadership, establishes and adjusts, as needed, contract resources to ensure successful cost, schedule, quality and performance across contract support activities.
  • Leads projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.
  • Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.

  • Current Project or Program Management from an accredited institution.
  • Masters Degree in Information Technology or related technical field.
  • 10+ years of program management experience.
  • 15+ years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.
  • 2+ years of experience in supporting DOD Program Acquisition Category (ACAT) I Level or ACAT III level IT development programs, including program management; systems engineering (SE); program related functional/technical quality, cost analysis (CA), and configuration management (CM) assessments; audits of DoD IT program lifecycle requirements, documents, and data; and program compliance with DOD acquisition policies and regulations
  • Demonstrated experience with the Information Technology Acquisition process and its milestones.
  • Demonstrated experience with analyzing a variety of source documentation and supporting the creation of acquisition documentation.
  • Demonstrated experience briefing DoD senior leaders and managers; excellent analytical, written, and communicative skills.
  • Demonstrated experience with Energy Procurement Support Tools (EPST) including Bid Evaluation Model (BEM), Contract Information System (CIS), Transportation Rate Information System (TRIS), the Offer Entry Tool (OET) and Prices to Web (P2W).
  • Proficient with Microsoft Project.
  • Demonstrated experience with one or more of the following: Oracle WebLogic Server 11g or higher; Oracle Identity Management; Oracle Business Intelligence Publisher; Oracle Access Manager; Oracle Fusion Middleware; Oracle Service Oriented Architecture (SOA); Oracle Restful Data Services (ORDS); Oracle APEX; Oracle Forms; Oracle Database 11 or higher; Business Objects; Splunk; Autodesk License Manager; GFMS/Keybox; IBM Tririga; Keystone; Keywatcher; Lenel; Teammate; HighGear; CIPLOG; ESRI ArcGIS; Adobe AdHoc; IIS; Apache/Tomcat; Worldspace; Perl; DB2; ColdFusion; UNIX Oracle Solaris 10; and Red Hat Enterprise.
  • Demonstrated experience with one or more of the following: DLA portfolios including Center of Planning Excellence (COPE); DLA Document Services; Distribution Standard System (DSS); Enterprise Capabilities; Enterprise Data Solutions; Enterprise Financial Management; Enterprise Infrastructure Services (EIS); Enterprise Sourcing, Medical, Contingency; Enterprise Technical Services; Logistics Cataloging and Data Solutions; and Security Cooperation Enterprise Solution (SCES).
  • Demonstrated experience with one or more of the following: Accounts Management Provisioning System (AMPS); Mapping Enterprise Business System (MEBS); Center of Parts Activity (COPA); V Umbrella (V Apps); Defense Distributed Mapping System (DDMS); Defense Automatic Addressiong System (DAAS), Mass Notification System (MNS), Europe Installation Support Maintenance Ticketing System; Enterprise Workflow Support Capability; Diminishing Manufacturing Sources Shared Data Warehouse (DMS SDW); Defense Retired and Annuitant Pays Sys II; MODS/Electronic File Delivery; Project Manager Web; ASSIST; Corporate Electronic Document management Systems (CEDMS); Training, Knowledge and Opportunities (TKO); TKO Admin; Logistic Web Solution (LWS); Item Reduction Web-Site Capability (IRWSC); EEORAM; KO Portal; Bidwiser; ColdFusion Admin; Defense Contracting Agency; Department of the Navy Issueancs; MILHUB; Tactical Mission Pods; Bid Evaluation Model (BEM), Contract Information System (CIS), Transportation Rate Information System (TRIS), Offer Entry Tool (OET), and Prices to Web (P2W).

  • One or more of the following certifications:
    • Identify and Access Management (IAM) Level III certification either Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM)
    • AWS Certified Solutions Architect – Associate
    • Google Professional Cloud Architect
    • Microsoft Certified Azure Solutions Architect Expert
    • Oracle Cloud Infrastructure (OCI) 2025 Foundations Associate
  • 2+ years supporting DLA Energy Applications.
