DescriptionChainbridge Solutions is actively seeking a dynamic and customer-oriented Program Manager to lead enterprise-level, software-driven initiatives within the Department of Homeland Security. This role requires a strategic leader who can oversee multiple project teams, develop and manage milestone-based plans, monitor solution development and release cycles, and ensure high-quality deliverables. The Program Manager will also be responsible for identifying and mitigating risks, while aligning project outcomes with contractual obligations and client expectations.The Program Manager serves as the primary point of contact for all technical and business matters, ensuring seamless communication with the customer. This role requires a deep understanding of the customer's mission, vision, and goals, and a commitment to building strong, trust-based relationships with key stakeholders who depend on Chainbridge Solutions for successful delivery. Responsibilities include managing project finances, overseeing contract resources, and driving team performance. The Program Manager also leads regular project reviews with both client and internal account teams, proactively addressing issues and presenting contingency plans and resolutions as needed.This position is based in the DC Metro area as the Program Manager must be able to be onsite with customers as needed throughout the week.Responsibilities
- Lead the end-to-end execution and delivery of both new and ongoing Agile software development initiatives.
- Ensure all project deliverables are completed on time, within scope, and within budget, while maintaining high quality standards.
- Identify, manage, and mitigate project risks and issues proactively.
- Monitor and control project costs through accurate forecasting and tracking of actual expenditures.
- Optimize resource allocation and utilization across project teams.
- Communicate effectively with executive-level stakeholders, providing clear updates and strategic insights.
- Oversee project initiation activities, including internal planning, team alignment, and customer kickoff meetings.
- Foster strong, collaborative relationships with all internal and external stakeholders.
- Manage complex, cross-functional project teams; provide regular status updates; secure necessary approvals; and ensure compliance with contract terms.
- Maintain full accountability for financial tracking and the successful delivery of project specifications—on time, on budget, and aligned with client expectations (P/L responsibility).
Qualifications
- US Citizenship is required.
- Active DHS Public Trust or recent investigation is highly preferred with the ability to obtain a Secret or Top Secret Clearance.
- Hands-on experience managing software development and related projects at/for the Department of Homeland Security.
- Active Project Management Professional (PMP) certification with a strong understanding of project management methodologies and best practices.
- 5-10 years of experience managing Cloud-based software development projects with emerging technology.
- Bachelor's degree in a relevant field.
- 10–15 years of experience managing Information Technology projects, or equivalent experience.
- Proven background in consulting, with experience leading within a consultancy environment.
- Minimum of 3 years of hands-on experience with Agile Scrum methodologies.
- Exceptional verbal and written communication skills, with a demonstrated ability to engage directly with customers in high-pressure situations.
- Proficiency with Microsoft Project, Office 365 applications, and requirements management tools
