IMPORTANT NOTE: This is a DEPLOYED role supporting a critical State contract at a migrant processing custodial facility. This is a long-term, contract-based position. Must be able to start ASAP! If you are not a Florida local, we will provide airfare to the deployment site. You are required to live on-site, and meals and housing will be provided.

Position Overview:

We are seeking a dynamic, highly experienced, and results-oriented Program Manager to oversee comprehensive operational aspects for a large-scale State custodial facility. This pivotal role involves direct leadership and strategic management of hundreds of personnel, including Correctional Officers, Armed and Unarmed Security Guards, Janitorial Staff, Translators, and various other support staff. The Program Manager will be directly responsible for ensuring the seamless, compliant, and efficient execution of all facility operations in strict adherence to U.S. government and state contract requirements, established regulations, and safety protocols. This position demands exceptional leadership, robust organizational skills, and a proven ability to manage complex, multi-disciplinary teams in a high-stakes, secure environment.

Responsibilities:

  • Provide direct oversight, leadership, and mentorship to a diverse workforce of hundreds of personnel, including security, janitorial, and administrative teams. Foster a cohesive and high-performing operational environment.
  • Plan, direct, and coordinate the daily operations of the custodial facility, ensuring all functional areas (security, cleanliness, support services) meet or exceed contract performance standards.
  • Ensure strict adherence to all terms and conditions of the U.S. government contract, facility policies, and relevant federal regulations. Develop, review, and submit comprehensive operational reports, performance metrics, and compliance documentation to government stakeholders.
  • Optimize staffing levels, allocate resources effectively, and manage the program budget to ensure fiscal responsibility and operational efficiency.
  • Oversee the implementation and enforcement of all security protocols, emergency response plans, and safety procedures across all operational departments. Coordinate responses to incidents, disturbances, or security breaches.
  • Identify training needs for all staff categories, ensuring personnel receive necessary certifications, ongoing professional development, and are proficient in their roles.
  • Serve as a primary point of contact for government representatives, facility leadership, and other external agencies, fostering strong collaborative relationships.
  • Establish performance objectives, monitor key performance indicators (KPIs), and implement continuous improvement initiatives to enhance operational effectiveness and service delivery.
  • Proactively identify operational challenges and develop effective, timely solutions to maintain service continuity and high standards.

Qualifications:

  • Must possess a bachelor's degree in business administration, Criminal Justice, Public Administration, Security Management, or a related field. Equivalent extensive experience in a similar role may be considered in lieu of a degree.
  • Must have a minimum of 7-10 years of progressive experience in program or operations management, with at least 5 years in a leadership role overseeing large, multi-disciplinary teams (hundreds of personnel).
  • Must have demonstrated experience managing government contracts, preferably within custodial, correctional, security, or large-scale facility operations.
  • Must have experience navigating multiple stakeholders across a variety of rules and regulations and proven record of building partnerships across partner organizations
  • Proven track record of successfully managing diverse workforces, including security personnel, janitorial staff, and administrative support.
  • Strong background in compliance, regulatory adherence, and report generation for government entities.
  • Exceptional leadership, team-building, and motivational skills.
  • Superior organizational, planning, and problem-solving abilities, especially under pressure.
  • Excellent written and verbal communication skills, with the ability to articulate complex information clearly and concisely to various stakeholders.
  • Proficiency in operational planning, resource allocation, and budget management.
  • Comprehensive understanding of security protocols, emergency management, and personnel management best practices in a secure environment.
  • Ability to work effectively in a deployed, on-site living environment with flexible shifts, including nights, weekends, and holidays, as required by operational needs.
  • Must be at least 18 years of age.
  • Possess a clean criminal record and the ability to pass a comprehensive background check.
  • Ability to pass a drug screening.

Work Environment:

Employees may be exposed to extreme cold or hot weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and loud noise.

Physical Requirements:

Employees may be required to remain in a stationary position, stand, push, pull, climb, kneel, crawl, balance, squat, bend, and reach. Employees may be also required to use gear to move items around, including, but not limited to, carts and dollies. Employees may also be occasionally required to lift and/or move up to 49 pounds.
