The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.PROGRAM OVERVIEW:The New York City Department of Health and Mental Hygiene's (DOHMH) Bureau of Early Intervention (BEI) is seeking a full-time Program Evaluator for the Enhancing the Quality of Child Care Programs through Developmental Screenings (EQCCDS) project. This project, with support from Robin Hood Foundation, uses a technical assistance model to integrate developmental screening within licensed childcare programs with the dual aims of enhancing childcare provider practice and increasing identification and referral to EI of children with developmental delays or disabilities.The position will be housed within the Bureau of Early Intervention, a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. The Early Intervention Program assists and empowers families to meet their child's and their own needs and provides eligible children, regardless of race, ethnicity, or income, with services through the program. The Bureau sits in the Division of Family and Child Health.POSITION OVERVIEW:The Program Evaluator will join a highly collaborative and productive data team and report directly to the Bureau of Early Intervention's Director of Research and Analysis. The Program Evaluator has sole responsibility for carrying out evaluation activities for the EQCCDS project including compilation, management, analysis and reporting of both quantitative and qualitative data and documenting project progress using the PRISM/RE-AIM evaluation framework.RESPONSIBILITIES:

  • Responsible for all data-related activities pertaining to the EQCCDS project.
  • Specifically, manage processing, analysis and reporting of data collected as part of program operations including aggregate reports from childcare providers, workload indicators from program staff, and interviews of childcare program leadership and other stakeholders
  • Use SAS and R software to match and link records and track children referred through EQCCDS in the EI-Hub relational database
  • Develop and generate summary reports using both EQCCDS and EI-Hub data
  • Document data management procedures and monitor data quality
  • Use the PRISM/RE-AIM evaluation framework to document project progress and draft the evaluation report.
  • Perform other duties as assigned.
REQUIRED QUALIFICATIONS:
  • A master's degree from an accredited college or university (conferred before October 2025)
  • One to three years of full-time (or a minimum of 2,000 hours of part-time) professional experience.
  • Proficiency in the use of SAS and/or R for data management and statistical analysis
  • Excellent oral, written, and visual communication skills
  • Attention to detail
  • Strong conceptual thinking and the ability to quickly learn a complex new content area
  • Organizational and time-management skills and ability to work independently
  • Proven ability to work collaboratively
  • An interest in and familiarity with the Early Intervention Program
  • A commitment to promoting equitable access to Early Intervention services
PREFERRED QUALIFICATIONS:
  • Experience and/or training in methods for analysis of qualitative data
  • Graduate training in implementation science and/or program evaluation
  • Content expertise in early childhood development

This is a grant-funded position funded from October 1, 2025, through September 30, 2026, with the possibility of renewal.SCHEDULE:Hybrid work scheduleMonday - Friday.
