JOB SUMMARY:
Background: The Office of Mental Health (OMH) and the Department of Health (DOH) are co-defendants in the Settlement of the case United States v. State of New York, Civil Action No. 13-0CV-4165 (NGG). This settlement requires the state to assist impacted adult home residents, identified as “class members,” to move into supported apartments if they choose and are eligible. They will have the support of a care manager to ensure wraparound services are in place prior to the move. An assessment determines the care planning needs that the care manager implements as part of the transition process.
Under the supervision of the Vice President of Supported Housing and Adult Homes, this position oversees the administrative, operational, staffing, and clinical aspects of the program. Responsibilities include personnel management, fiscal operations, inventory management, client services, safety, staff training, and general administration.
ESSENTIAL JOB FUNCTIONS:

Direct clinical treatment services to consumers, oversee treatment plan development, implementation, and review.Supervise program staff in accordance with agency policies.Conduct audits of case records to evaluate treatment plan quality, assessments, apartment inspections, and progress notes.Lead staff meetings to review compliance, recreational activities, and interagency referrals.Hold High Risk meetings with Pathways to Wellness and RN to support high-risk clients.Review rent arrears with staff and interagency departments from a clinical and client-centered perspective.Report serious incidents, abuse allegations, and sensitive situations promptly, completing incident reports per policy.Lead clinical meetings with the care team.Participate in case conferences with mental health and psychiatric teams.Complete SPOA referrals for IMT, ACT, and Non-Medicaid Care Coordination.Utilize Mental Health Hygiene Warrant when needed.Support consumer well-being, health, and goal achievement in independent and supported settings.Ensure staff gather comprehensive information on clients' medical, psychological, and social factors, and evaluate client capabilities.Inspect case records regularly for completeness and quality.Report incidents and complete reports according to policy.Conduct clinical supervision with staff.Collaborate with the Health Connect team on high-risk clients, data collection, and management.Direct and Supervise Personnel:
Establish work schedules and manage timekeeping within HR policies.Ensure staff compliance with attendance policies; recommend disciplinary actions as needed.Manage performance evaluations and recognize staff achievements.Conduct apartment viewings and ensure apartments are properly set up or vacated.Administer disciplinary actions and recommend terminations when necessary.Review staffing needs, submit requests, interview candidates, and hire in accordance with policies.Ensure staff complete required training.Manage employee accident reports and workers' compensation claims.Monitor employee morale and work environment.Manage leave requests, accruals, and maintain contact with staff on leave.Oversee administrative recordkeeping, office equipment, visitor reception, and supplies.Manage new personnel onboarding.Conduct employment interviews following regulatory guidelines and complete HR forms.Maintain Property Accountability:
Ensure accountability and proper maintenance of all program property, including vehicles.Authorize purchases and secure property and equipment.Inspect apartment keys and repair lists.Ensure office and leased unit standards comply with policies and funding requirements.Provide Quality Assurance Oversight:
Ensure compliance with all regulatory requirements.Develop program mission and goals aligned with division and agency objectives.Coordinate audit preparations with Quality Management.Review corrective actions, incident reports, and evaluations for improvements.Oversee statistical data submission and KPI achievement.Ensure Fiscal Control and Accountability:
Manage rental payments, process transactions, and track arrears.Approve purchase orders and financial requests.Monitor census, vacancies, and occupancy levels.Foster Community Relations:
Promote mental health programs and maintain community relations.Educate staff and consumers on community engagement and relationships with officials and organizations.Develop partnerships with community organizations, hospitals, and agencies.ADDITIONAL TASKS:
Inspect apartments and coordinate repairs with landlords.Report facility maintenance needs.Review drafts of procedures and job descriptions.Host visitors from community and regulatory agencies.Participate in or chair agency committees.Review screening processes and perform other related duties.ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

QUALIFICATIONS AND EXPERIENCE:
EDUCATION AND/OR EXPERIENCE:
Master's degree in Social Work, Psychology, or related mental health field with at least three years of professional mental health experience, including two years in a supervisory role.
Bilingual in Spanish is preferred but not required.
NYS Licensure in a recognized mental health profession is required: LMSW for MSW, LMHCH for Mental Health Counselor.
