PROGRAM DIRECTOR

REPORTS TO: Director of Program Operations

SUPERVISES: Residential Manager, Recreation/Normalcy Coordinator

QUALIFICATIONS:

  • Bachelors degree or higher, preferably in Social Work, Psychology, or other Social Science field or five years experience working in residential operations childcare setting.
  • Two years of direct experience working with children or adolescents.
  • Knowledge of the Texas Department of Family and Protective Services Minimum Standards for the licensing, contracting, and operating of a Group Residential Operation.
  • Experience working in the Texas child welfare system with children placed in foster care.
  • Management experience with supervision of personnel.
  • Primary Purpose: The Program Director is responsible for the daily supervisory and administrative activities that provide daily therapeutic care services to that have been placed at our Group Residential Program and maintain compliance with licensing and contracting requirements of operating such program.

    RESPONSIBILITIES AND TASKS:

    1. Ensure that all activities are compliant with or exceed the following:

      • Any DFPS Child Centered Care service packages provided by Hope Haven.
      • Texas Laws and Regulations
      • Minimum Standards of the Texas Department of Family and Protective Services for Group Residential Operations
      • Texas Health and Human Services Contract requirements, Single Source Continuum Contractor requirements, and Youth for Tomorrow standards
      • Policies and procedures of Hope Haven of East Texas

    2. Participate and facilitate in the implementation of the Treatment Model applicable to the Service Plans for which Hope Haven has been credentialed and contracted.

    3. Supervise and manage staff in the provision of the following activities:a. Basic Living Needsb. Case Management Services including:i. Service Planningii. Aftercare Managementiii. Cross System Coordinationc. School Participationd. Normalcy Activitiese. Adult Living Transitionf. Recreation4. Assist in crisis intervention and incidents as needed.5. Conduct staff trainings as necessary in the following:a. Hope Haven Policies and Proceduresb. Prudent Parentingc. Regulatory Compliance6. Oversee the residential physical plant that includes the residential home, surrounding property, equipment, and vehicles to ensure proper maintenance to maintain an attractive, safe, and efficient living environment for .7. Oversee a Staffing Plan (including volunteers) that defines the recruitment requirements, training requirements, position description, qualifications, numbers, and duties of staff sufficient to provide all activities of contracted Service Plans.8. Identify and facilitate on-going training and support needs to all Direct Caregivers and Volunteers to maintain compliance with licensing and contracting standards.9. Oversee and assist with maintaining a staffing model and scheduling plan that meets or exceeds the requirements to comply with minimum standards and offers effective and efficient operation of the program.10. Responsible for planning, implementing and overseeing the financial activities of the program within an approved budget.11. Responsible for participating in various activities of Public Support for Hope Haven that are necessary to the organizations mission.12. Responsible for communication and coordination with all regulatory activities and investigations in compliance to include enforcement and corrective action plans.

    13. Participate in management, planning, and education activities necessary for organizations mission.

    Position Requirements, Knowledge, Skills, and Abilities:

  • Knowledge of Residential Child-Care licensing and contracting Minimum Standards for Residential Treatment Centers, Single Source Continuum Contractors, and Youth for Tomorrow (YFT) Guidelines.
  • Leadership and management skills necessary for the supervision of the overall program within a GRO setting.
  • Ability to recognize in sound, such as voices/noises that are loud and playful instead of angry and combative; and ability to differentiate tones and volumes in conversations.
  • Ability to manage multiple tasks, individuals, and activities.
  • Ability to communicate effectively both orally and in writing and possess strong organizational skills.
  • Ability to address a variety of adults and children with a range of personalities and problems, to use good judgment and maintain confidentiality.
  • Possess a personality attuned to meeting the needs of children and the ability to establish and maintain effective working relationships with other employees, children, parents, professionals, agency representatives and the public.
  • Ability to be certified in CPR & First-Aid, Medication Administration, and Behavior intervention which includes physical restraint of adults and be willing to instruct others.
  • Ability to work independently with minimal supervision and exercise sound judgment.
  • Possess a basic knowledge and understanding of the legalities involved with medical intervention.
  • Ability to effectively work under pressure and remain flexible as priorities change.
  • Ability to supervise others work and hold others accountable for assigned duties and documentation; provide training, development and feedback to staff and other persons.
  • Must acknowledge the unique Faith Based Mission Statement of Hope Haven of East Texas and respond appropriately to the cultural among the agencys service population.
