About the Position

Dexis Professional Services (Dexis) is seeking a Program Director who will be one of the primary points of contact (POC) for a future client and will oversee and lead performance on a contract for the Defense Security Cooperation University's Foreign Military Sales Academy at Wright-Patterson Air Force Base. The objective of this contract is to optimize the DSCU training experience, provide comprehensive student support, programming, analysis, and support services, and ensure efficient operations and organizational effectiveness within the DSCU.

The Foreign Military Sales Academy (FMSA) is a component of the Defense Security Cooperation University (DSCU) and is responsible for training and educating the Security Cooperation Workforce. FMSA provides education, training, and professional development to U.S. military and civilian students. The School of Security Cooperation Studies (SSCS) directly supports the Defense Security Cooperation Agency's (DSCA) mission of advancing U.S. security and foreign policy by enabling the Security Cooperation workforce and building the capacity of foreign security forces to respond to shared challenges. To accomplish this mission, DSCU requires professional and administrative support services.

The position will be based at Wright-Patterson AFB in Dayton, Ohio, and is contingent upon contract award.

Responsibilities

  • Oversee the day-to-day administration of the contract and manage relationship with the client.
  • Lead a large team, ensuring collaboration, coordination, and clear internal communication.
  • Ensure deliverables, products, services, and personnel meet government needs and expectations.
  • Provide innovative approaches to team management.
  • Provide technical support, leadership, and creation of processes in execution of the contract.
  • Lead quality assurance and technical excellence of work; ensure timely delivery of high-quality products and services.
  • Track tasks and deliverables, mitigate risks, and manage workloads.
  • Stay informed of trends in the security cooperation field.
  • Maintain positive team morale and culture.
  • Lead the development and implementation of training and academic activities at DSCU.
  • Support development and execution of innovative Security Cooperation solutions.
  • Review and analyze policies and SOPs across DSCU, addressing gaps or inconsistencies.
  • Facilitate collaboration, learning, and knowledge sharing within DSCU.
  • Oversee DSCU operations and communicate changes effectively.
  • Provide strategic leadership to achieve contract results.
  • Perform other duties as assigned.
  • Qualifications

    • Active Secret Clearance required.
    • At least 10 years of experience supporting the USG or similar clients.
    • 8+ years designing and delivering training, curricula, and academic support.
    • Experience with FMS case management or financial support.
    • Leadership experience within the DoD.
    • At least 2 years supporting DSCU leadership.
    • Knowledge of DSCU processes and procedures.
    • Ability to multi-task in a fast-paced environment.
    • Strong communication and interpersonal skills.

    Additional Qualifications

    • PhD in a related field.
    • Knowledge of MISIL, SCIP, IW, or Navy ERP systems.
    • Knowledge of defense acquisition systems.
