Job Summary
This management position exists in several Program Divisions. Under the general supervision of the Divisional Vice, this role is responsible for overseeing the administrative and clinical aspects of the program. Responsibilities include personnel management, fiscal operations, inventory management, client services, staff and client safety and welfare, hiring and training personnel, directing staff activities, and general program administration. The role also involves establishing clinical procedures and policies for clients and ensuring program operations meet or exceed agency and regulatory guidelines.

Provides Clinical Services:
Directs clinical treatment services provided to consumers, oversees development, implementation, and review of treatment plans addressing mental illness and substance abuse issues.Provides clinical oversight of symptom assessment and rehabilitative services by staff to ensure quality and regulatory compliance. Monitors counseling sessions to evaluate service quality.Ensures staff gathers relevant information (medical, psychological, social) and evaluates consumer capabilities. Regularly inspects case records for completeness and quality, ensuring data accuracy in records.Informs staff about available clinical services, recreational activities, and programs.Reviews crisis assessments with staff, evaluates crisis intervention techniques, and staff actions during crises.Informs staff of community resources and ensures accompaniment of consumers during visits to medical, social, or government agencies.Reports serious incidents, allegations of abuse, or sensitive situations promptly and completes incident reports per policy.Conducts clinical meetings, including high-risk and follow-up meetings, ensuring proper data collection and response.Direct and Supervise Personnel:
Establishes work schedules, manages time clock edits, and ensures compliance with attendance policies.Recommends disciplinary actions for policy violations.Handles performance evaluations, recognitions, and promotions.Supervises staff according to policy, administers disciplinary measures, and manages staffing and budgets, including hiring and training.Ensures staff attend required training sessions and manages employee relations issues, including harassment and discrimination complaints.Oversees administrative recordkeeping, office maintenance, and supplies.Manages new personnel onboarding and sponsorship programs.Conducts employment interviews following legal and policy guidelines.Maintains Property Accountability:
Ensures accountability and proper maintenance of all property, including vehicles, reports damages, and conducts inspections.Recommends disciplinary actions for property negligence.Provides Quality Assurance Oversight:
Ensures compliance with all regulatory requirements and monitors service quality.Develops program mission and goals aligned with agency objectives.Coordinates audit preparations and reviews corrective actions and evaluations.Oversees statistical data submission.Assures Fiscal Control and Accountability:
Controls budgets through planning and monitoring spending.Approves purchase requests and manages consumer funds.Monitors census, entitlements, and collections to maximize revenue.Assures Consumer and Family Involvement:
Educates staff on consumer and family involvement benefits and strategies.Develops programs and activities to promote involvement and cooperation.Supports the development of consumer involvement committees.Fosters Community Relations:
Promotes mental health programs and maintains relationships with community officials and organizations.Educates on mental illness and collaborates on program development.Conducts Investigations: Conducts internal investigations of incidents as directed.
Additional Tasks:
Inspects apartments and liaises with landlords for repairs.May oversee facility maintenance and host visitors.May review policies, procedures, and participate in committees.Performs other duties as assigned.Essential Knowledge, Skills, and Abilities
- Leadership of multidisciplinary teams, resource management, and role modeling.
- Strong interpersonal skills, clinical, engagement, and motivational skills.
- Experience with risk assessment, quality treatment delivery, and community-based services.
- Proficiency with computers and Electronic Health Records.
- Ability to travel and conduct fieldwork.
Qualifications and Experience
Master's degree in social work, mental health, or psychology, with at least three years of professional mental health experience, including supervisory roles. Required licensure: LMSW, MHC, LMHC, or LPC. Bilingual in Spanish is a plus but not required.
