Salary : $56,167.28 - $73,044.92 Annually Location : C520-Health Job Type: Full Time Job Number: 04073 Department: Health & Human Services Opening Date: 08/08/2025 Closing Date: 8/24/2025 11:59 PM Eastern Position Purpose/Summary Responsible for coordinating and supporting the MassCall3 program for Springfield, Chicopee, and Holyoke. This role focuses on implementing local policies, practices, systems, and environmental changes to prevent substance use among youth in these communities and recommending changes to same. Key responsibilities include executing the substance abuse prevention plan through the five steps of the Strategic Prevention Framework: Assessment, Capacity Building, Planning, Implementation, and Evaluation. Work is performed under the supervision of the Commissioner of Health and Human Services or their designee. Supervision is exercised over community groups, youth participants, and contracted consultants. Essential Functions
- Develop and implement educational materials, including PowerPoint presentations, brochures, and flyers, ensuring content is tailored to diverse audiences and meets programmatic objectives.
- Oversees the planning, execution, and evaluation of substance use prevention activities, utilizing the Strategic Prevention Framework (SPF) to align with grant and organizational goals.
- Lead and facilitate coalition and municipal cluster meetings, recruiting stakeholders, fostering leadership development, and driving strategic decision-making among community partners.
- Independently coordinate the development and implementation of needs assessments, focus groups, and data analysis to guide evidence-based prevention strategies and policy recommendations.
- Represent the organization externally at community events, health fairs, and prevention coalition meetings, advocating for public health initiatives and securing stakeholder engagement and support.
- Cultivate and manage relationships with schools, youth-serving organizations, and local agencies, ensuring alignment of prevention efforts with community needs and organizational objectives.
- Recruit, train, and oversee youth participation in prevention programs, leveraging leadership development and advocacy training to build community capacity.
- Ensure cultural responsiveness in all program strategies, adapting initiatives to reflect diverse community needs and population-specific challenges.
- Independently manage data collection and analysis, using findings to evaluate program impact, support decision-making, and adjust strategies as needed.
- Engage with consultants and technical assistance providers to develop effective data methodologies, program assessments, and outcome evaluations.
- Identify and address training needs for coalition members and community partners, designing and leading educational sessions to enhance program effectiveness.
- Manages program budgets, monitoring expenditures, and ensuring compliance with funding requirements.
- Prepare and submit grant-related reports, ensuring compliance with federal, state, and local funding mandates.
- Develop and implement strategic policies, collaborating with local government officials, municipal departments, and public health councils to advocate for systemic and regulatory changes that reduce substance misuse.
- Frequently travel within the service area to meet with stakeholders, conduct on-site consultations, and deliver training sessions, as well as attend regional and statewide meetings.
- Regularly collaborate with the Department of Public Health representative, ensuring program alignment with state and federal prevention priorities.

Knowledge, Skills, and Abilities
- Understanding of public health frameworks, particularly the Strategic Prevention Framework, and their application in substance use prevention.
- Strong knowledge of substance use disorders, risk factors, and prevention strategies.
- Understanding of public health communication strategies, including social marketing and social norms principles, for behavior change.
- Awareness of local community resources, stakeholders, and organizations involved in substance use prevention efforts.
- Familiarity with local, state, and federal policies related to substance use prevention and public health initiatives.
- Ability to plan, implement, and evaluate substance use prevention programs, ensuring alignment with grant requirements and community needs.
- Proficiency in gathering, analyzing, and interpreting data to inform program strategies and measure outcomes.
- Strong writing skills, including the ability to prepare general reports, grant proposals, and data-driven summaries for funding sources.
- Strong verbal and written communication skills, including the ability to develop educational materials and deliver engaging presentations to diverse audiences.
- Ability to prepare charts, graphs, and tables for data analysis, reports, and presentations.
- Ability to work effectively in community-oriented organizations, especially with diverse ethnic, cultural, and socio-economic groups.

Education and Experience
- Bachelor's degree in biological or social sciences AND a minimum of three (3) years of experience in health-related issues, community-based programs, and local government; OR any equivalent combination of seven (7) years.
- Advanced degree in public health education preferred.
- Certified Prevention Specialist, or in the process of obtaining certification within two years.
- Bi-lingual preferred.
