Function of Position:
The Data and Compliance Program Coordinator II is primarily responsible for data collection, reporting and grant compliance of the U.S. Department of Commerce Economic Development Agency Semi-Conductor Technical Hub project titled Semiconductor Talent and Employer Partnership in Upstate (STEP UP) New York . This position will collect, analyze and interpret data and present findings for use in reporting, performance/impact and planning, project assessment, and decision-making related to the advancement of the regional Technical Hub. The position monitors project implementation, conducts project-based data analysis and prepares reports, oversees sub-award compliance and other associated contracts, implements data collection plan in coordination and collaboration with Tech Hub's Regional Innovation Office. The position responsibilities are dedicated to grant-funded work related to developing the semi-conductor ecosystem across upstate NY and associated sub-awards.
This position is funded by a multi-year, Federal grant through 09/30/2029, as such MCC deems this position as temporary in nature. Annual re-appointment is subject to employee performance and continued grant funding.
*This is a temporary position that may be renewed annually contingent upon availability of college budget and performance reviews. This position is eligible for paid time off and benefits.

Primary Functions:
Data Collection and Reporting:
Required data collection and integrity of data across the Workforce component on all deliverables.
Develop and implement a data collection method in accordance with Federal requirements and in collaboration with Regional Innovation Office abiding by MCC Risk Management plan.
Collect data across corridor in a timely manner and maintains STEP UP AGS system.
Responsible for programmatic Federal reporting related to the Component, provide information to Tech Hub Governance Board and Regional Innovation Office.
Write and publish formal program impact reports (interim, annual, final and special reports).
Works collaboratively with STEP UP Project Team, Tech Hub Governance and Innovation Officer, MCC leadership, Sub-recipients in gathering and reporting data.
Collects and inputs data related to Tech Hub and STEP UP project from numerous areas.
Launches data system for STEP UP project and sub-awards (AGS) and determines what other data capture systems are needed.
Generates reports including analysis, graphing, and statistical information for Federal reporting and regional presentations.
Compose data using graphic and tabular formats that aid in the understanding of information contained in reports.
Present findings to administrators, faculty, and staff.
Gather and analyze data for ad-hoc requests.
Establish effective working relationships with other Tech Hub Component offices in order to understand and fulfill their research needs.
Prepare graphs, charts, internal summaries and reports from data sources as well as national, state, and local data sources (such as Labor Market data warehouse) for formal Federal reporting and presentation.
Maintains current knowledge of Federal and State laws applicable to the verification of data for Federal reporting.
Prepares for and attends sub-award site visits.
Compliance:
Assists STEP UP Project team, Director of Strategic Resource Development & Grant Management (SRDGM), MCC Office of Internal Audit and Compliance, and MCC Finance in ensuring adherence to all Federal regulations and MCC policies during the implementation of the Component project and sub-awards and sub-recipients.
Prepares for and attends sub-award site visits.

Job Requirements:
Required Qualifications:
Earned bachelor's degree from a regionally-accredited higher education institution.
Three years or more experience working on grant-funded projects.
Three years or more experience in working in project management in higher education.
Experience in data gathering, data collection, and developing reports.
Strong attention to detail, excellent reading comprehension, ability to synthesize data.
Ability to organize, analyze and summarize data and information for multiple audiences.
Excellent time management skills, ability to work independently and in a team setting, multi-task and prioritize workflow in order to meet deadlines.
Ability to work with diverse constituencies and contribute to a team-based environment.
Ability to handle confidential materials discreetly and professionally on a routine basis.
Evidence of proficiency with technology, including a fluency with a variety of computer applications including MS Office components (Word, Outlook, Excel, Access, PowerPoint).
Preferred Qualifications:
Earned master's degree or higher from a regionally-accredited higher education institution.
Experience in education, business administration, statistics, mathematics, marketing research, management information.
Training in project management, analysis, research methods helpful.
Bilingual and able to read, write, and speak Spanish, or other languages, proficiently
Additional Information:
Salary: Salary is determined based on experience, internal equity and college budget. This position has a range of $55,035 to $60,300 and is based on these mentioned factors.
