At the Louisiana Department of Education, Office of Early Childhood, Division of Licensing, our mission is deeply rooted in protecting the well-being and development of Louisiana's youngest citizens. We are dedicated to ensuring that every child in our state receives care in safe, high-quality, and compliant environments. We achieve this by meticulously overseeing the licensing, registration, and certification of approximately 1600 child care providers and up to 200 family day homes and in-home licensed-exempted providers. Every day, our work strengthens families and communities by upholding the highest standards for early childhood education and care.

We're looking for a Program Consultant to join our dedicated Division of Licensing team. This position is critical to our regulatory responsibilities, serving as a cornerstone in the review, analysis, and evaluation of facility operations for all licensed child care centers and providers across Louisiana.

Preferred Experience:
  • Exceptional Analytical and Evaluative Skills: The ability to meticulously review facility operations, interpret complex regulations, and make sound, defensible recommendations for approximately 1800 providers is paramount.
  • Strong Communication & Consultation Skills: You'll serve as a primary liaison, requiring clear, professional communication and the ability to provide effective consultation and training to a diverse group of stakeholders, including providers, other departments, and the public.
  • Detail-Oriented and Organized: Precision in managing extensive records, preparing detailed reports, and overseeing procedural compliance is essential given the volume and importance of the work.
  • Problem-Solving Abilities: You'll be adept at identifying and addressing complex licensing challenges, contributing to solutions that ensure provider compliance and child safety.
  • Regulatory Knowledge and Adaptability: A solid understanding of child care licensing laws and regulations is critical, along with the ability to adapt to changes in policy and law.

Six years of experience in administrative services, public health, social services, or health services; ORSix years of full-time experience in any field plus three years of experience in administrative services, public health, social services, or health services; ORA bachelor's degree plus three years of professional level experience in administrative services, public health, social services, or health services; ORAn advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus two years of experience in administrative services, public health, social services, or health services.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.

Job Duties:

  • Will work directly with the Director to manage and review the investigation of complaints received on unlicensed and licensed programs.
  • Reviews reports, and results of inspections to determine proper action relative to licensing of facilities.
  • Plans and coordinates regular and special studies, inspections of phases or overall operations of facilities.
  • Works closely with and coordinates programs with other state agencies pertaining to licensing activities.
  • Prepares reports for management recommending adverse action against providers.
  • Formulates or supervises preparation of recommendations regarding licensing of providers of services.
  • Conducts and directs studies and special projects pertaining to the programs assigned.
  • Provides consultation to providers, regarding licensing issues, and procedures.
  • Plan and manages procedures and inspection operations for statewide licensing facilities to
  • Determine compliance with state and federal regulations.
  • Advises and consults with administrators pertaining to licensing procedures, policies, and regulations.
  • Assist in revising rules, regulations, and procedures to meet changes in law and or policy.
  • Advises agency officials' prepares position statements, presents testimony at hearing, and assists with writing legislation.
  • Identifies staff development needs and recommends training.
  • Supervises one or two staff that assist with maintaining files for each licensure file.
  • Prepares, conducts and participates in service training for professional licensing staff, providers, and upon request, the general public.
  • Maintains records, prepares reports, and correspondence relative to care programs.
  • Monitors and ensures collection of fees for licensure, license renewals, and required other fees.
Position-Specific Details:

Appointment Type:Probational, Promotional, or Job Appointment.The person hired for this position is expected to regularly report to the Baton Rouge office.Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Career Progression: This position does not participate in a Career Progression Group.

Work Schedule:Work hours are Monday - Friday. Work hours will be determined.

Compensation:The salary offered will be determined based on qualifications and experience.
