Position Summary: We are looking for a highly analytical and detail-oriented Program Associate II to join our Early Intervention team. Working in close collaboration with Early Intervention Part C and Part B staff, as well as other departments across the district, the Early Intervention Program Associate II works to develop implementations of processes and procedures to assist with the needs of our Early Intervention referral system. As a significant member of the Early Intervention team, the Program Associate II will be responsible for actively monitoring student intake referrals and development systems to maintain the accuracy of the referral process for compliance with federal, state, county and district mandates. The ESE Program Associate II builds and cultivates relationships with a wide variety of internal and external stakeholders. Performs administrative and technical support functions such as support for operations and data reporting and analysis. The ESE Program Associate II is responsible for supporting significant cross-functional initiatives in a diverse and multi-level organizational setting and contributes to the efficient operations of the work unit. This position requires an individual with extensive experience in special education data management, student information systems, and regulatory compliance while demonstrating exceptional analytical skills and maintaining the highest standards of student data privacy and security.
Minimum Qualifications: - High School Diploma or GED Certificate required (must provide evidence)
- Minimum of three (3) years of clerical/administrative experience
- Comprehensive knowledge of the Michigan Administrative Rules for Special Education (MARSE), including their application to the development, implementation, and monitoring of ESE programs, services, procedures, and processes
- Excellent verbal and written communication skills
- Proficient in basic computer operations and web-based systems
- Demonstrated leadership skills in prior professional roles
- Experience working in urban school systems strongly preferred
Preferred Qualifications:
- Minimum of three (3) years employment within special education or related area
- Minimum of (3) years working in Early Childhood- 12th grade management experience

- Communicate with varies stakeholders within and outside the District to process referrals.
- Monitor referral process and related meetings to ensure compliance with federal, state, and district mandates, documenting findings to adhere to regulations for timeliness, follow up and to ensure schools adherence to regulations.
- Generate weekly, monthly, and quarterly compliance reports for District and ESE leadership to ensure referrals are processed timely
- Review and analyze IFSP/IEP data to determine trends and provide recommendations for District processes serving students with disabilities and their families
- Develop and deliver professional development opportunities through virtual, in-person, and blended learning modules based on data trends and staff needs
- Provide individual support and technical assistance to EI/EO teachers and ancillary staff at building and Central Office levels
- Maintain accurate incoming and outgoing student files, departmental calendars, and assessment protocols in compliance with district, state, and federal requirements
- Facilitate processing of purchasing requisitions and assist with logistical resources for meetings, workshops, and conferences
- Perform complex administrative and technical tasks of a confidential nature and other duties as assigned by the ESE Administrator
