Introduction This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents. The position description outlines general duties and responsibilities required of a position with primary responsibility for analyzing and advising management on current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives. The work requires: (1) expert knowledge of the substantive nature of agency/departmental programs and activities, mission, functions, policies, objectives, and management principles and processes; and (2) expert knowledge of analytical and evaluative methods and techniques for assessing agency/departmental development or execution and improving organizational and program effectiveness and efficiency. Duties and Responsibilities Provides critical analyses and evaluations of the actual or potential effectiveness of current and/or projected program activities. Provide technical assistance in the design, development, and implementation of improved program designs/operations. Reviews and analyses of planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials related to the HBX operations and programs. Based upon the assessments made, it identifies actual or potential problem areas, trends, and/or areas of significant concern. Develops, recommends, and implements policies for corrective actions necessary to remedy deficiencies in program areas. Plans, develops, and implements a system for obtaining and providing data and information required by the agency/department for long-range planning and projections, and that which is needed for evaluation of day-to-day operations of the programs. In collaboration with the agency leadership, provides input into the implementation of the HBX website functionality for program participants and makes recommendations regarding improvements to enhance functionality and usability. Participates in conceptualization, design, and refinement. and implementation of all activities, including development, review, and establishment of evaluation systems. Defines new program needs, considering such factors as the impact on economic and other conditions. Recommends the establishment of new and/or revised policies, procedures, and other documentation, as the need arises, to more effectively meet the goals and objectives. Reviews legislation and regulations to ensure that program(s) comply with the governing requirements; and makes recommendations to ensure programmatic and operational compliance with governing Federal and District requirements. Determines, through comprehensive assessment, effective utilization of resources at the program level; identifies program strengths and deficiencies; and recommends changes or corrective action relative to program design, policies, procedures, and operations. Qualifications and Education Specialized Experience Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Other Significant Facts Tour of Duty: Monday - Friday 8:15 a.m.- 4:45 p.m. Pay Plan, Series, Grade: CS-343-13 Collective Bargaining Unit: This position is not a part of a collective bargaining unit. Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of the DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
