University Enterprises, Inc. (UEI) at Sacramento State is seeking a Professional Learning Director for Education Insights Center (EdInsights). EdInsights is a self-supporting unit of California State University, Sacramento. Established in 2001 as the Institute for Higher Education Leadership & Policy and renamed in 2015, EdInsights is committed to research, evaluation, and capacity building related to practice and policy with the goal of continually improving student success (defined as student learning, engagement, progression, and completion). The work of the Center focuses on creating equitable opportunities and outcomes for California's diverse student population as students navigate into and through our systems of higher education in California, with a focus on California community colleges and four-year public universities. The Center houses dedicated staff with diverse expertise across a spectrum of applied policy research and analysis, evaluation, capacity building, writing, and communications. The efforts are proudly partnered with experts, leaders, and practitioners from education, philanthropic organizations, and government. Through a collaborative approach, the work has resulted in: ongoing improvement and evaluation of community college professional development, improved implementation of community college pathways, research that pivotally informed the ongoing development of California's statewide data system, improved quality of education programs and policies, enhanced decision-making focused on equitable student success, and increased cross-system connections that lead to more inclusive and collaborative policymaking and implementation. The Center's efforts seek to understand and address the institutional and systemic barriers students experience in their educational trajectories, with a focus on students of color, students experiencing poverty, and students who are first in their families to attend college. RATE OF PAY: $7,473 - $11,209 per month

CONDITIONS OF EMPLOYMENT:

This is a full-time, exempt from overtime, benefited position with a defined contribution retirement plan through TIAA. (The position is not covered under the California Public Employees' Retirement System.) Continued employment in this position is dependent upon funding and the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee, can, at any time, terminate the employment relationship at will, with or without cause. Program continuation is contingent upon funding.

MINIMUM QUALIFICATIONS

  • Master's degree in one of the following: education, curriculum/instruction, public
  • policy/administration, economics, political science, or sociology or equivalent combination of education and/or work experience.

  • Approximately eight (8) years experience in education or curriculum/instruction, and content expertise in one or more of the following: public policy/administration, economics, political science, and/or sociology; or equivalent combination of education and/or work experience.
  • Experience organizing, managing, and maintaining the shared vision of complex collective impact efforts, ideally as a lead member of a backbone organization.
  • Demonstrated extensive experience in curriculum development for adult learners.
  • Experience working successfully with cross-functional teams in higher education (i.e., faculty, staff, administrators), through, for example, a center for teaching and learning.
  • Experience managing complex project budgets.
  • Experience managing staff/teams and overseeing workflow.
  • Experience developing and maintaining relationships with funders.
  • Experience using project management tools to manage multiple projects/priorities and meet competing deadlines (e.g., Trello). Experience with word processing, spreadsheets, and internet.
  • Excellent oral and written communication skills.
  • Experience working in a highly collaborative environment.
  • Extensive knowledge about the structure and function of California's public school and higher education systems, commitment to educational equity, and knowledge related to disproportionate impacts on students from traditionally underserved communities.
  • Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.

    DUTIES AND RESPONSIBILITIES

    The position will provide leadership in three critical areas: the California Education Policy Fellowship Program (CA EPFP); the CSU Student Success Network (the Network); and for EdInsights as a whole, in partnership with the Executive Director, with regard to its current and emerging strategies. The duties and responsibilities will involve working collaboratively with key constituent groups for the center's professional learning portfolio, such as philanthropic funders, legislative and executive branch staff, other CSU campuses, and colleagues involved in similar work nationally. This position reports directly to and receives general direction from the Executive Director, EdInsights. This position directly supervises the CA EPFP Program Manager. The position provides work direction to the Administrative Analysts and Coordinator assigned to CA EPFP and the Network, as well as the Communications and Research Managers.

    The specific duties and responsibilities are as follows:

  • Co-directs the California Education Policy Fellowship Program (CA EPFP) in collaboration with Center for California Studies' (CCS) Executive Director, which includes overseeing the work of the CA EPFP Program Manager, and responsibility for all budget-related decisions, internal evaluation of the program, and communications.
  • Works with CCS Executive Director and CA EPFP Program Manager to develop integrated/scaffolded curriculum across multiple sessions (in person and virtual), recruit speakers/facilitators, select or commission readings for fellows; identify venues for those seminars.
  • Leads outreach, application process, and fellow selection for annual CA EPFP Cohorts.
  • Collaboratively determines the strategic direction of CA EPFP with the CCS' and EdInsights' Executive Directors, ensuring alignment with EdInsights', CCS', and Institute for Educational Leadership's vision and purpose. Incorporates constituent input when relevant.
  • Directs the CSU Student Success Network (the Network) with support from the Network Advisory Board Chair, which includes coordinating the collective work of strand directors within the system to develop and implement Network activities, and directly overseeing the backbone operations of the Network (finance, operations, communication) carried out by EdInsights' staff, including responsibility for budget-related decisions and preparing the Network annual report.
  • In coordination with the Executive Director and the Network Advisory Board Chair, the Director will have the responsibility of working directly with the Network Advisory Board and other key constituents to ensure that the Network includes representation from each campus in its core strategies.
  • Provides input on the strategic direction of the Network, ensuring alignment with EdInsights' vision and purpose, and proposing refinements/changes to the Executive Director and Advisory Board Chair.
  • Oversees all communications functions of the Network and CA EPFP, including listserv distribution, marketing campaigns, and website development. Collaborates with the EdInsights Communications Manager to enhance recruitment efforts and execution of the strategic plan.
  • Maintains relationships with philanthropic funders, with EdInsights' Executive Director. Together with EdInsights and CCS' Executive Directors and the Network Advisory Board Chair, develops funding proposals for existing and new funders to support professional learning programming. Independently works with funders to ensure that project goals and timelines are being met. Prepares grant reports.
  • Represents EdInsights, including CA EPFP and the Network, at state and national higher education conferences, events, and meetings. Performs presentations on EdInsights and its professional learning portfolio to a variety of targeted audiences including legislators, educational leaders, the business community, other researchers, and advocacy groups.
  • Sits on the EdInsights leadership team as the professional learning expert, advising how professional learning fits within higher education goals and priorities (nationally and within California), and helping to inform decisions regarding business operations and strategic direction for the center, particularly for its professional learning programs. Designs, leads, facilitates, and synthesizes center-wide discussions on equity and center strategic direction as part of the leadership team.
  • Works in a team, with Executive Director and other EdInsights staff, to provide input into a variety of Edlnsights publications and other products. Collaborates with Edlnsights' Leadership to systematically document learnings from across all center projects.
  • Provides direct supervision of assigned staff and student employees. Hires, supervises, schedules, trains, develops, evaluates, and mentors staff and students consistent with University and UEI personnel policies and procedures. Provides general EdInsights staff oversight and leadership coverage as needed.
  • Note: This position vacancy is with University Enterprises Inc., an auxiliary organization of California State University, Sacramento. This is not a University position; the incumbent will be an employee of University Enterprises. University Enterprises operates commercial enterprises on the California State University, Sacramento campus; it is responsible for grant and contract management and fiscal services for University research and sponsored programs and provides fiscal services to University related agencies and activities.
