POSITION SUMMARY

Manage and lead all production controllers for OPC Program. Provide cost efficient and meticulous tracking systems to assist Control Account Managers (CAM) throughout the monthly business rhythm of progress and cost tracking/reporting, including Progress/Earned Value data prep and analysis. Work with Planning Manager and EV Manager to ensure actuals vs progress monthly data is correlated and accurate.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

  • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Review status and forecast dates with CAM to ensure data accuracy.
  • Review hours charged with CAM for accuracy. Review Monthly Hours and Non-labor charges.
  • Keep track of timecard corrections and follow them through to completion.
  • Analyze past charges and trends including updating the monthly estimate to complete inputs.
  • Collect data to show which Work Packages are driving the variances. Enter corrective actions from CAMs and follow them through to completion.
  • Prepare and analyze Baseline Change Requests. Attend progress/team meetings scheduled by the CAM.
  • Support weekly meetings to coordinate status from the CAMs and the Earned Value Management team.
  • Support ad hoc requests for information on control accounts for which CAMs are responsible.
  • Manage input to a master schedule to establish sequence and lead time of each operation to meet production schedule and delivery date of marine vessel(s).
  • Analyze production specifications and shipyard capacities to determine manufacturing processes, manpower, materials, and tools.
  • Determine material, manpower, and equipment requirements to meet production schedule and customer expectations.
  • Communicate with craft superintendents to determine the status of assigned work.
  • Expedite operations that delay production schedules and alter schedules to meet unforeseen conditions. Monitor jobs to ensure they finish on time and within budget.
  • Provide information needed for Earned Value Management reporting and assist the CAMs.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities. Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.

REQUIREMENTS

Experience: Three or more years providing administrative support at a high level required; three or more years work experience in a manufacturing environment, finance or planning position desired. An equivalent combination of education and experience may be considered. Experience in the USCG/DOD/U.S. Navy or other government shipbuilding experience is highly desired. Commercial equivalent will be considered. Requires strong working knowledge of DCMA ANSI EV system, standard office administrative practices and procedures.

Skills: Advanced level Microsoft Excel experience and intermediate level Microsoft Word, and Outlook required. Ability to read and interpret documents such as blueprints, safety rules, general business periodicals, professional documents, Company policies/procedures, and governmental regulations. Ability to multi-task and prioritize tasks with strict deadlines. Use of Primavera or other scheduling tools is desired. Ability to effectively present information and respond to questions from senior management, employees, government officials, and the public.

PHYSICAL DEMANDS: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines, and smartphones. While performing the duties of this job, the employee is regularly required to communicate. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
