NYCERS is seeking a Product Owner within the Enterprise Project Management Office (EPMO). This hybrid role leverages experience with both waterfall and agile methodologies to drive business value. You will represent the EPMO's programs and projects, acting as a bridge between business and stakeholders, focusing on product vision, scope, and requirements.
You will lead other Product Owners and Business Analysts, and handle tasks assigned by the Deputy Director, including managing scope and requirements for projects.
This role demands knowledge of product owner and business analysis practices, flexibility, conflict navigation skills, a proactive attitude, and adaptability.
Primary Responsibilities
Represent EPMO's programs to understand business needs, prioritize scope, and communicate product vision and roadmap. Collaborate with stakeholders to develop solutions, personas, and journey maps. Think strategically and detail-oriented.Translate business needs into product requirements, create and prioritize backlogs, define user stories and acceptance criteria, and support development teams throughout the product lifecycle.Support and manage User Acceptance Testing (UAT) to ensure quality standards are met.Lead a team of Product Owners/Business Analysts, fostering collaboration, resolving conflicts, and ensuring project objectives are met.Assist the Deputy Director in implementing governance and supporting leadership initiatives, including scope and requirements management.Preferred certifications include Certified Scrum Product Owner (CSPO) or equivalent.Minimum Qualifications
- Master's degree in computer science and 3 years of IT experience, including 18 months in a managerial capacity, or
- Bachelor's degree and 4 years of relevant experience, or
- High school diploma and 6 years of relevant experience, with at least 3 years in a managerial role.
Experience can be substituted with credits as specified, but a minimum of a high school diploma and 3 years of relevant experience are required.
Preferred Skills
- Bachelor's in related fields, 5+ years in product ownership/business analysis, 2+ years in leadership.
- Strong understanding of methodologies, excellent communication, leadership, stakeholder management, and organizational skills.
- Knowledge of financial processes, proficiency in MS Office and project management tools, and familiarity with NYCERS or pension systems is a plus.

Salary range: $100,000.00 – $149,350.00.
