Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland's $46 billion insurance industry and protects consumers by monitoring and enforcing insurers' and insurance professionals' compliance with State law. The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers, conducting financial examinations, and investigating reports of consumer fraud.

LOCATION OF POSITION: Baltimore City

Main Purpose of Job

The main purpose of this position is to procure equipment, services, supplies, information technology, and other needs which must be obtained through the competitive or negotiated procurement process and to supervise lower-level agency procurement officers.

MINIMUM QUALIFICATIONS

Procurement Officer III - Option 1 Experience: Eight years of experience, four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with procurement laws, regulations, policies, and procedures, and an additional four years of professional public sector procurement or private sector contracting experience.

Notes:

  • Candidates may substitute one year of experience for the additional four years of required experience.
  • Candidates may substitute certification as a Certified Public Manager or similar for the additional four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree and four years of experience for the required experience.
  • Candidates may substitute the possession of a Doctorate of Jurisprudence degree or a Master's degree in Business Administration for six years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience on a year-for-year basis for the required experience.
  • DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following qualifications:

  • Experience performing procurement or contract management responsibilities for a local, state, or federal government agency.
  • Experience with Maryland State Procurement laws and regulations.
  • Experience with the Advanced Purchasing and Inventory System (ADPICS).
  • Experience with Microsoft Office.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONS
  • Employees may be required to possess a valid motor vehicle operator's license in the State of Maryland.
  • Employees must obtain certification as a Procurement Professional Certification within one year of appointment.
  • EXAMINATION PROCESS
