The Procurement Manager supervises all College procurement of goods and services in accordance with the SC Consolidated Procurement Code and College Policies & Procedures. Serves as the procurement liaison with the State Board of Technical and Comprehensive Educations (SBTCE) Procurement and the State Division of Procurement Services, Information Technologies Materials Office (ITMO), and Materials Management Office (MMO). Conducts procurement solicitations, pre-bid conferences, and site visits. Awards contracts to vendors in accordance with procurement guidelines and monitors all contracts for compliance. Leads and directs the Shipping/Receiving department, Fleet operations, and the college Property and Casualty Insurance program. Develops College procurement guidelines and management reports. Plans and directs short- and long-range procurement operational goals. Manages and evaluates the performance of all procurement department personnel and the Shipping/Receiving Fleet Manager.
- Coordinates and directs the timely, efficient, and economical procurement of goods and services for the college. Manages and supervises daily departmental operations and staff. Plans, schedules, and conducts pre-bid conferences, site visits, bid openings, and evaluation committee meetings. Ensures all college procurement activity complies with the SC Consolidated Procurement Code and all mandated guidelines. Makes complex procurement decisions based on established code, policies, and rules. Provides interpretation of the SC Consolidated Procurement Code to college faculty, staff, and the Executive Leadership Team when needed. Facilitates collaborative procurement opportunities with other state agencies to maximize cost savings and efficiencies. Designs, plans, schedules, and delivers updated procurement training annually to all College new hires and applicable faculty and staff.
- Assists and advises college faculty and staff in developing purchasing specifications and scopes of work. Leads the negotiation and finalization of all goods and services contracts for the College. Awards contracts to vendors in accordance with procurement guidelines and monitors all contracts for compliance. Identifies and analyzes facts related to the awarding of contracts. Works with Department Heads, Faculty, and Staff to resolve vendor performance issues as they arise. Monitors supply chain, goods, and services availability. Advises the college on potential shortages of goods and supplies.
- Leads the Shipping/Receiving, Inventory, and Fleet Management Department operations and staff for the college. Supervises the Shipping/Receiving and Inventory Manager to ensure departmental operations within established policies and procedures, handling and delivery of freight, mail, packages, fixed asset inventory, and college vehicles and equipment. Also directs the college property and casualty insurance program.
- Develops and maintains a comprehensive and secure database of all College contracts. Reviews and coordinates College's short- and long-range procurement requirements. Creates and manages a procurement schedule for all applicable renewals to ensure seamless operations.
- Manages the preparation and timely submission of all required reports, such as quarterly, minority, sole source, emergency, and trade-in reports. Provides training as needed and ensures the College is aware of and complies with updates and changes to the SC Procurement Code. Leads the Procurement Department through State Procurement Audits. Provides all procurement records and information as requested. Petitions the State and works to increase the college Procurement Certification after successful audits. Develops and implements procurement department key performance measures aligned with the College's strategic needs. Monitors quarterly departmental performance and reports trends and productivity updates to College leadership. Seeks continuous improvement opportunities to enhance departmental efficiency, productivity, and compliance.
- Supervises all aspects of the college procurement card (P-card) program. Reviews monthly statements, identifies and corrects unauthorized or illegal charges, and maintains program compliance with SCC and SC P-card policies. Approves new P-card user applications and profile changes, including spending limits and merchant category restrictions. Coordinates with internal, external, and state auditors to review transaction history and compliance standards. Implements policy or operational changes as directed by the Bank of America or the state P-card Administrator.
Bachelor's degree and experience in procurement and contract management are required. A Master's degree and Certified Public Procurement Officer (CPPO) certification are preferred. The use of a computer is required, along with the ability to sit for extended periods. Ability to work varying hours to meet College needs. Travel for training, professional development, and vendor visits, including overnight stays, may be necessary.
