PRINCIPAL LAND USE PLANNER PLAN COMMISSION - ALLEN COUNTY DEPARTMENT OF PLANNING SERVICES

Under the direction of the Senior Land Use Planner - Plan Commission, the Principal Land Use Planner - Plan Commission is responsible for processing, reviewing, and providing professional guidance on land use projects. This position is Covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

ESSENTIAL FUNCTIONS :

  • Responsible for acting as staff to the Allen County and City of Fort Wayne Plan Commissions by providing expertise in land use design and local ordinances to review petitions for development plans, plats, changes in land use, and rezoning of land for compliance with zoning ordinances.
  • Prepares technical staff reports with recommendations and findings-of-fact for projects.
  • Prepares legal ad notifications and notifications to neighboring properties for projects and rezoning.
  • Presents Plan Commissions with recommendations on rezoning applications to The Allen County Board of Commissioners and the City of Fort Wayne, Huntertown, Woodburn, Monroeville, and Grabill city and town councils.
  • Responsible for coordinating with reviewing agencies applicants, including architects, engineers, and contractors through the review process.
  • Assists staff and general public with interpretation of policy and procedural requirements of Allen County and City of Fort Wayne zoning ordinances.
  • Prepares zoning opinions, policy interpretations, and methods of implementation for land use projects, problems, and questions.
  • Assists incorporated cities and towns of Allen County, provides technical planning assistance for rezoning development, utility issues, ordinance, and development/monitoring of community plans.
  • Reviews and processes permits derived from Plan Commission approvals, which include intake, distribution, and coordination with other reviewing agency approvals.
  • Reviews applications with freestanding sign permits for compliance with Plan Commission conditions approval and Allen County and City of Fort Wayne zoning ordinances.
  • Advises applicants and reviews easement applications for compliance of proposed non-platted property divisions with the zoning ordinances.
  • Responsible for serving as a member of the Fort Wayne Plat Committee by reviewing and approving platted divisions of land.
  • Responsible for administering the Fort Wayne Downtown Design Guidelines and serves as primary staff to the Downtown Design Review Committee.
  • Coordinates New Projects Meetings and other cooperative meetings for new development projects.
  • Develops process workflows and manuals for departmental operating procedures.
  • Administers addresses for the Allen County and City of Fort Wayne.
  • Analyzes GIS data for department needs in development of maps, plans, and ordinances.
  • Performs all other duties as assigned, including overtime as required.

REQUIREMENTS:

  • Bachelors Degree in Planning, Public Administration, Community Development, or related field with three years of experience in land use management or zoning ordinance administration
  • Valid Drivers License to operate county owned vehicles required
  • Strong customer service skills with the interest and willingness to work with others
  • Ability to work with others to coordinate and complete projects
  • Strong verbal and written communication skills, including public speaking to explain complicated information in an efficient and effective manner
  • Knowledge of land use planning principles and practices to review plans and the ability to apply ordinance standards to determine compliance
  • Knowledge of the principals of research and data collection to read, analyze, and interpret records and regulations
  • Demonstrated written and oral communication skills, including public speaking, to effectively communicate complicated information to co-workers, the general public, and other government bodies
  • Strong computer skills with the ability to use Microsoft Office and other job-related software

DIFFICULTY OF WORK:

The Principal Land Use Planner - Plan Commission performs work that is broad in scope and involves significant consideration when preparing technical staff reports with recommendations and findings-of-fact for projects. Judgement is used when providing expertise in land use design and local ordinances in review of petitions for development plans, plats for changes in land use, and rezoning of land for compliance with zoning ordinances.

RESPONSIBILITY:

The Principal Land Use Planner - Plan Commission provides substantial contributions when presenting Plan Commissions with recommendations on rezoning applications to The Allen County Board of Commissioners and the Fort Wayne, Huntertown, Woodburn, Monroeville, and Grabill city and town councils. Purpose and desired results are indicated with decisions reviewed for soundness of judgement and conformance with precedent when preparing legal ad notifications and notifications to neighboring properties for projects and rezoning.

PERSONAL WORK RELATIONSHIPS:

The Principal Land Use Planner - Plan Commission maintains frequent contact with other county employees, government officials, and the general public when coordinating with reviewing agencies applicants, including their architects, engineers, and contractors.

WORKING CONDITIONS:

The Principal Land Use Planner - Plan Commission works in a standard office environment with the ability to move about freely frequently sitting and transcribing/proofreading and very frequent mental/visual effort, typing, and attention to detail. Some lifting of up to twenty pounds, bending, pushing/pulling loads, monitoring equipment, detailed inspection, and exposure to extreme temperatures and noise are to be expected.

40 hours/week; overtime as required
