Job Description
MINIMUM QUALIFICATIONS REQUIRED:
- High School Diploma or GED Certificate.
- Bachelor's Degree in Civil Engineering from an ABET-accredited institution. Master's Degree preferred.
- Professional Engineer license.
- 15 years in a senior Engineering position in the SFCB PL86-121 Program.
- 10 years water/wastewater engineering and construction experience.
- 10 years in a supervisory capacity.
- 10 years of direct experience with federal sanitary water/wastewater funding programs and regulatory compliance.
- Valid Driver's License (subject to motor record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
- Develop staff effectiveness through counseling, training, and corrective actions; plan, delegate, monitor, and appraise job tasks and results.
- Manage supervision of Water/Wastewater Department personnel, including work allocation, hiring, training, problem resolution, and performance evaluation.
- Establish and manage measurable performance expectations aligned with department goals.
- Ensure compliance with applicable rules, regulations, and policies of enforcement agencies.
- Prepare and manage the annual budget; review expenses, write-offs, and work order processes; justify budget recommendations.
- Promote safety awareness; conduct safety meetings; enforce safety rules and regulations.
- Coordinate planning with outside agencies such as NHA, IHS, and BOR for future development and growth.
- Conduct staff meetings to facilitate communication across departments.
- Oversee planning and quality control of large-scale Federal and State water projects.
- Manage quality assurance for Federal PL86-121 Sanitation Facilities and Construction Branch projects.
- Lead major construction projects, including trunk-line upgrades and infrastructure renovations.
- Develop operation and maintenance programs.
- Coordinate water and wastewater funding options, including grants and loans; oversee application processes and ensure compliance.
- Ensure project deadlines and regulatory compliance, including USDA documentation review and deficiencies tracking.
- Oversee technical training programs within the department.
- Manage project activities from planning through construction, including scheduling and reporting.
- Identify issues and goals to improve departmental effectiveness; implement maintenance programs.
- Prepare reports and perform data analysis and forecasting as required.
- Maintain professional knowledge through research, training, and networking.
- Coordinate emergency response activities for the Water Department.
- Perform additional duties as assigned.
