Our Policy Drafting and JustificationProgram Analyst support differentgroups and where each will have different focuses. As this supports an Echelon2 Activity, Program Analysts are expected to be able to contextualizeinformation in terms of how they support strategic and regional nationalsecurity objectives, such as those in Combatant Commander Theater SecurityCooperation Plans or Department of State regional initiatives. Additional,information needs to be presented to different audiences, to include SES andFlag Officer level, and various DoD and Department of State officials, toobtain buy-in and concurrence.
The Policy Drafting and JustificationProgram Analyst responsibilities willinclude, but are not limited to:
*Support Department of the Navy (DoN) andDepartment of Defense (DoD) security cooperation, security assistance andforeign military sales assessments, staff organization, and administrativerequirements.
*Able to work independently with limiteddirection and be self-motivated.
*Able to work with other contractor teammates andcustomers daily.
*Able to work closely with customers to ensuredeliverables meet their expectations and arrive in a timely manner.
*Write clearly, concisely and with good grammar.
*Attend andactively participate in team meetings.
Technology Transfer PolicyWriting Analysts Specifically
*Support the justification,presentation, coordination and staffing of Disclosure Decisions, toinclude Exceptions to National Disclosure Policy (ENDP), TechnologyTransfer Security Assistance Review Board (TTSARB) decisions and LowObservable / Counter Low-Observable (LO/CLO) decisions.
*Support the processing of export licensingdecisions, and any coordination necessary into higher-level policy frameworks,such as ENDP, TTSARB and LO/CLO.
*Understand major international frameworks thatmay impact the scope of security cooperation (e.g. MissileTechnology Control Regime (MTCR)) and work with Navy IPO professionals toincorporate and explain them, regardless of security cooperation framework(e.g. FMS, Export Licensing, International Agreements, ExchangeProgram)

*Ability to turn technical jargon into relevant,plain English that relates to capability, national security policy, economicpolicy and coalition warfare terms
*Ability to cogently support and justify aposition, clearly communicate that in writing and professionally respond toconcerns and questions
*Ability to think about an issue from the pointof view of the organization whose consensus you are seeking
*Experience writing and obtaining consensus onnew policies, changes to policies or exceptions to policies
*Willingness to work 5 days a week on-site at theWashington Navy Yard (WNY)
