Salary: $31.55 Hourly Location : Citrus County, FL Job Type: Full Time Job Number: 25-02305 Department: Growth Management Division: Building Opening Date: 07/29/2025 Closing Date: Continuous General Description The Plans Examiner-Inspector performs highly skilled technical work reviewing permit application documents or inspecting building construction, demolition, alterations, and repairs to determine code compliance of structural, electrical, mechanical, plumbing, or fuel/gas systems. Reviews construction documents or performs inspections to ensure code compliance with the Americans with Disabilities Act (ADA). Ensures compliance with ordinances, and laws; is self-sufficient and consistent in performing job duties. Regularly interacts with property owners, contractors, and the public. Provides a high level of customer service. The schedule for this full-time position is Monday through Friday, 7:00 AM to 4:00 PM or 8:00 AM to 5:00 PM. Essential Functions
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Performs inspections of buildings and structures under construction and demolition including, but not limited to, plumbing, mechanical, electrical, and other systems to ensure compliance with applicable codes, ordinances, and laws.
- Reviews building plans and discusses possible problem areas with builders, owners, and designers.
- Interacts and meets with the public, builders, owners, and designers to discuss possible problem areas.
- Investigates timely complaints of misapplication and/or fraudulence and initiates corrective action when necessary.
- Maintains records and prepares routine reports.
- Leads and/or attends staff conferences, professional meetings, and other events.
- Performs other duties as required.
Minimum RequirementsEducation, Training, and Experience
- High School Diploma/GED equivalent.
- Four (4) years combined experience in the field of construction or a related field, building code inspection, or plans review corresponding to the certification category sought, OR
- Combination of postsecondary education in the field of construction, building experience which totals three (3) years, with at least one (1) year of total experience in construction, building code inspection, or plans review, OR
- Combination of technical education in the field of construction or a related field and experience which totals three (3) years, with at least one (1) year of total experience in construction, building code inspection, or plans review.
Certificates, Licenses, Registration, Skills
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- MUST be eligible for provisional DBPR certification. The provisional DBPR certification application must be completed and ready to submit to DBPR at the time of hire.
- Must acquire the standard DBPR certification within one (1) year of hire date.
- Department of Business and Professional Regulation (DBPR) certification as a construction inspector/plans examiner in the areas Building, Electrical, Plumbing, Mechanical; and One-and Two-Family Dwelling
- Excellent customer service skills, communication skills and strong attention to detail required.
- Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
- Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS); and
- IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment
- Requires a combination of sitting, standing, and walking.
- The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
