About the position The ideal candidate will be an experienced professional responsible for reviewing/examining building construction plans and documents to ensure compliance with applicable building, health, safety and energy conservation codes, regulations and requirements. The selected incumbent will be detail oriented, and have two years of major college course work in architecture, engineering, engineering mathematics, or construction management; and two years of increasingly responsible experience as a building inspector, construction plans examiner or subprofessional engineering/architectural technician. Essential Duties & Responsibilities Essential Functions:Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Reviews, inspects, examines, and evaluates building construction plans and specifications submitted to the City for residential, commercial, and industrial structures, and additions, alterations, and repairs to ensure design integrity and compliance with all structural, electrical, mechanical, and plumbing codes and requirements.
  • Performs engineering, energy compliance, egress, and handicap access reviews of various types of building construction; researches background information applicable to submitted plan review packets.
  • Checks and evaluates building plan calculations on truss, loading, sizing, and spacing of structural components and required reinforcement of structural connections using specialized software programs; checks plans for retaining walls and monument signs for structural stability and conformance with seismic requirements.
  • Understands, interprets, and applies state and local codes, ordinances, and regulations; redlines plans for required corrections; routes copies of plans to other City departments to enable further project review.
  • Communicates, engages, and interacts with engineers, architects, construction industry professionals, building owners, and the public concerning plan check procedures and other engineering and code-related items; provides information on ways to achieve compliance with applicable codes and ADA requirements.
  • Provides technical support to Building management and staff; interprets building construction plans for building inspectors and other Building department staff.
  • Conducts field inspections and visits job sites as necessary to resolve engineering problems and code interpretations; works with other City departments and external agencies on various building projects as needed.
  • Provides information by telephone and at a public counter regarding plan check issues, status of projects submitted for plan check, fee quotes, certificate of occupancy applications, and permit mock-ups; prepares permit applications; calculates and collects permit fees; issues permits; prepares applications for inspection.
  • Prepares and maintains a variety of technical records, exhibits, spreadsheets, and other documents.
  • Performs other duties as assigned.

  • Performing comprehensive analysis and examination of building construction drawings, plans, designs, specifications, structural calculations, truss calculations, site drainage plans, and energy regulation compliance.
  • Applying engineering and architectural principles and practices to resolve problems with technical construction objectives.
  • Checking engineer and architect computations and making structural calculations to ensure compliance with codes related to structural stability of buildings and structures.
  • Utilizing computers and City databases to track and document the building plan review process.
  • Operating a variety of office equipment.
  • Communicating clearly and effectively, both orally and in writing.
  • Preparing clear, concise, and comprehensive correspondence, reports, and other written materials.

Minimum Qualifications Education and Experience:High School diploma or G.E.D. plus completion of two (2) years of major college course work in architecture, engineering, engineering mathematics, or construction management; and two (2) years of increasingly responsible experience as a building inspector, construction plans examiner, subprofessional engineering architectural technician, or as a Plans Examiner I for the City; or an equivalent combination of training and experience. Licenses, Certifications, and Equipment:A valid California driver's license is required.A valid and current ICC certification as a Building Plans Examiner.Physical Requirements and Work Environment: The employee generally works under typical office conditions, and the noise level is usually quiet. The employee may infrequently conduct field inspections and be exposed to outside weather conditions, including heat, cold, wind, rain, and other conditions. The employee may occasionally work near moving mechanical parts, exposed to wet and/or humid conditions and vibration, and work in confined or high, precarious places. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, dust and soil, slippery and uneven surfaces, risk of electrical shock, and moving traffic. While performing the duties of this class, employees are regularly required to sit; talk or hear, both in person and by telephone; use hands to manipulate, handle, feel objects or controls, and reach with hands and arms, and lift up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Supplemental Information City BenefitsThe City offers an attractive compensation and benefit package, that includes:
  • Retirement - Participation in the California Public Employees' Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance - Monthly contribution of $715.00 (Employee Only), $1,377.00 (Employee plus one), or $1,841.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual Health Insurance Waiver Stipend of $3,500.00 every first paycheck of December.
  • Leave - Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time.
