General Purpose

Perform a variety of professional, managerial and administrative duties as required to plan organize, direct, and coordinate various county building, planning, zoning and land‑use practices. Assure county‑wide compliance with all ordinances related to health & environment, building, planning and zoning.

Supervision Received

Work under the broad policy guidance and direction from the Board of County Commissioners and the County Planning Commission.

Supervision Exercised

Provide close to general supervision to Code Enforcement Officer(s), Assistant Building Official, Combination Building Inspector, Building Inspector I, II, Building Inspector Trainee, and clerical support staff.

Essential Functions

Direct the day‑to‑day administration of building, planning and zoning activities within the county, including contracted cities and towns; develop organizational goals, objectives and plans; develop and administer evaluation programs; study innovative programs to determine potential impact on county; develop and prepare departmental budget; assure compliance with budget limitations.

Consult with and advise individuals, contractors, developers, attorneys, engineers, architects, other departments, jurisdictions, agencies and various elected officials; make recommendations affecting general operations and policy and procedures; implement and enforce policies.

Monitor work programs and activities of departmental staff; evaluate performance and make recommendations affecting recruitment, selection, advancement, discipline and discharge; carry out recommendations upon approval; maintain subordinate work record, approve time sheets and account for employee leave accrual and use; assure proper training, licensing and certifications are obtained in relation to technical and regulated functions.

Perform a variety of administrative functions related to planning, organizing and coordinating the assigning and completing of construction and project site inspections; delegate work schedules, perform quality assurance activities by reviewing inspection results; administer and enforce flood plain ordinance, junk car ordinance, kennel ordinance and other county regulations.

Serve as the technical expert in the inspection of all phases of residential, commercial and industrial construction; conduct investigations of alleged code violations and make final decisions related to code compliance and sanctions for noncompliance.

Exercise judgment related to continuance or discontinuance of projects for reasons related to safety, standards, or project objectives.

Act as liaison between county and state agencies, federal agencies, and private contractors; monitor project progress to assure timely completion; assist contractors as needed to avoid legal or bureaucratic slow downs.

Coordinate organizational master planning and evaluation with county departments, agencies and other local jurisdictions; prepare policy and administrative procedures options; and make recommendations related to the same.

Serve as staff advisor to County Planning and Zoning Commissions and related committees; make recommendations related to zoning changes and subdivision reviews; manage monthly board meetings; present county's position before the Board of Adjustments.

Meet with citizen groups to gather input and provide information on community development activities; coordinate with federal and state agencies as needed to promote specific county objectives; prepare grant applications and administer federal grants to assure performance and compliance with contractual agreements.

Act as resources advisor to Board of County Commissioners by advising on procedural affairs, conducting appropriate research and fact gathering, and reviewing and recommending on policy issues.

Manage enforcement conflicts; mediate issues involving the public, property owners and enforcement staff; issue interpretations, develop alternatives based upon finding of facts and considerations related to master plans or other established standards.

May serve as chair to the county GIS steering committee; develop management information system objectives; coordinate the planning and implementation strategies and activities; facilitate the identification of data bases consistent with the GIS objectives and time tables; monitor project progress to maximize cost and time efficiency and effectiveness; facilitate training for GIS data entry personnel.

Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.

Perform other job-related duties as assigned or required.

Minimum Qualifications

1. Educations and Experience:

A. Graduation from college with a bachelor's degree in urban planning, public administration, or a closely related field;

AND

B. Eight (8) years of professional experience performing above or related duties;

OR

C. An equivalent combination of education and experience

2. Required Knowledge, Skills, and Abilities:

Thorough knowledge of principles and practices related to local planning and zoning; planning and zoning and subdivision law, theory and application; local government structure and operations, including the budgetary procedures and fiscal management; research methodology and statistics; federal, state and local uniform building codes and ordinances; abatement of dangerous building code, life safety code; current building construction methods, materials, tools and equipment; corrective measure common to various aspects of construction. Considerable knowledge of personnel management, practices and procedures.

Skill in public relations and the delivery of public presentation.

Ability to plan and organize comprehensive research studies; prepare and present technical reports; communicate effectively verbally and in writing; establish and maintain effective relationship with co‑workers, other government entities, the public, and elected officials.

3. Special Qualifications:

  • Must be certified by the International Code Council (I.C.C.) or the International Council of Building Officials (I.C.B.O.) as a Building Inspector.
  • Must possess and maintain a current Idaho State driver's license.
  • Must be able to pass drug/alcohol testing and a pre-employment background check.

4. Work Environment:

Tasks require a variety of physical activities, occasionally involving muscular exertion related to walking, standing, stooping, sitting, reaching. Talking, hearing and seeing are required in the performance of essential functions. Mental application utilizes memory for details, emotional stability, critical thinking and creative problem solving. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.

While heavy lifting is not typically involved on a regular basis, employees may need to occasionally lift or move light items like boxes or files.
