Major Functions
The County of Volusia is seeking an experienced Planner II for the Emergency Management Division. This position is located in Daytona Beach, Florida, and will be responsible for a full range of professional Emergency Management, Planning and Homeland Security functions of moderate to complex difficulty with minimal supervision. Primarily responsible for pre-incident planning, development, and maintenance of Volusia County Comprehensive Emergency Management Plan, associated annexes and associated procedures, and mitigation planning. Emphasis is placed conducting and coordinating advanced disaster planning and/or crisis management activities.
Illustrative Duties( NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)
- Functions as the Emergency Management Planning Section Chief or will act in any staff position within the Emergency Operations Center as determined by the Division Director or designee.
- Supports the development of emergency management and homeland security policies, programs and plans.
- Coordinates hazard mitigation efforts in preventive and preparedness measures designed to eliminate or reduce natural or man-made disasters using established emergency procedures and protocols.
- Identifies areas particularly vulnerable to a disaster through the preparation of disaster plans and professional observation.
- Ensures planning efforts comply with local, State and Federal programs (i.e., the National Incident Management System (NIMS), Emergency Support Functions (ESFs), Recovery Support Functions (RSFs) the County Comprehensive Emergency Management Plan (CEMP) frameworks, Mitigation/Recovery, and the Emergency Management Accreditation Program (EMAP)).
- Provides technical support, build capacity and provide compliance review of healthcare facility emergency management plans and emergency power plans as required by Florida State Statute, FS 429.929, 429.41, 400.23, 394.879 and 400.998 and Agency for Healthcare Administration's administrative code. Maintain ongoing communication and coordination.
- Responsible for drafting and maintaining the Volusia County Comprehensive Emergency Management Plan (CEMP), policies and procedures and builds stakeholder capacity for implementation.
- Annually plans, conducts, and summarizes emergency management strategic planning session with internal and external stakeholders.
- Quarterly track performance measures and monitor status in support of objectives.
- Plans, develops, and builds stakeholder capacity for emergency management preparedness, protection and response programs, plans, procedures, and related initiatives in accordance with National Incident Management System (NIMS), State, and local emergency preparedness requirements and standards.
- Maintains and monitors countywide compliance documents to verify Emergency Management Accreditation Program (EMAP) standards are met and manage reaccreditation activities.
- Provides prompt and effective responses to, and recovery from, emergencies and/or disasters using emergency procedures and techniques.
- Responds to emergency situations to provide the necessary coordination of emergency management needs using established emergency protocols and County policies.
- Responds back as directed after-hours, weekends and holidays as directed.
- Coordinates planning and technical writing for programs within Volusia County Emergency Management, Emergency Support Function (ESF) personnel, Policy Group personnel and those others identified critical to the Mission Essential Functions (MEFs).
- Assists in the coordination and implementation of planning efforts for the development, operation and security, and staffing of EOC positions during event and disaster operations.
- Conduct review and update of the internal Volusia County Continuity of Operations Plan (COOP) and Continuity of Government Plan (COG).
- Conducts surveys to determine the types of emergency-related needs to be addressed in disaster planning, or to provide technical support to others conducting such surveys.
- Provide technical support, build capacity and provide compliance review of municipal and Emergency Management partners emergency management plans, policies, COOP, and procedures as requested by partner's organizations.
- Assists local officials in designing disaster and National Incident Management System (NIMS) trainings.
- Acts as the Emergency Management Division Duty Officer on a 24-hour rotation schedule established by the Division.
- Prepares staff reports on individual projects and presents these to Volusia County Command Staff, County and City Councils, Planning Commissions, and other various boards and commissions.
- Assists in the administration and maintenance of WebEOC.
- Promotes a high level of customer service and good public relations.
- Schedule, coordinate and direct the work of multi-functional groups operating under stress.
- Support and evaluate emergency preparedness, response, mitigation, and recovery plans and positional checklists.
- Supports the development and integration of emergency management and homeland security policies, programs and plans.
- Performs other duties and assignments as required.
Minimum Requirements
Six (6) years in emergency management, homeland security, public health, public administration or closely related field and progressively responsible experience in a public or private emergency management agency.
OR
Bachelor's degree and two (2) years of progressively responsible experience in Emergency Management. CERTIFICATIONS: Must possess and maintain FEMA ICS 100 FEMA ICS 200 FEMA ICS 700 FEMA ICS 800
A comparable amount of education, training and experience may be substituted for the minimum qualifications.
Must possess a valid driver's license at time of hire.
Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter.
Knowledge, Skills & Abilities
- Knowledge of the objectives, principles and practices of emergency planning, emergency management and homeland security concepts.
- Knowledge or ability to learn budgetary procedures.
- Knowledge and expertise of the National Flood Insurance Program (NFIP) and Community Rating System (CRS).
- Knowledge and experience with the Web Emergency Operations Center (WebEOC) system.
- Knowledge and understanding of institutional emergency management principles, procedures, and standards.
- Knowledge of Federal, State, and local regulations and guidelines related to emergency management.
- Knowledge of advanced formatting and document generation functions in Microsoft Office suite of products.
- Knowledge of local government agency obligations under the National Response Plan, NIMS, ICS, and the National Contingency Plan.
- Knowledge of local, State, and Federal emergency systems and agencies, to include law enforcement, fire prevention/protection, emergency medical services, and NIMS.
- Knowledge of the Emergency Management Accreditation Program (EMAP).
- Ability to communicate effectively both orally and in writing.
- Ability to learn and consistently interpret regulations
- Ability to prepare and deliver public education, training, and outreach presentations.
