GENERAL STATEMENT OF DUTIES:

Plans, directs and organizes the City's policies, activities, and overarching personnel program, ensuring legal compliance and implementation; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:

This is advanced responsible professional and administrative work directing the City of North Miami personnel activities. This person is responsible for overseeing the recruitment, hiring practices, and the training of new staff to the City of North Miami. The work involves the supervision and oversight of the daily workflow of the Personnel department; handling of discipline and termination of employees in accordance to City policy. The employee in this class formulates operating policy and procedures for the personnel administration of the City and recommends personnel policies to the City Manager and the Personnel Board. The Personnel Director has the primary responsibility for employee and Union relations. The work is performed under the general direction of the City Manager and is reviewed for results obtained and consistency with the City policies through reports and conferences with the City Manager.

  • Collaborates with City Manager's Office to understand the City's goals and strategy related to staffing, recruitment, and retention;
  • Directs the administration of the position classification and pay plan;
  • Recommends reclassification actions to City Manager and Personnel Board;
  • Administers a program of positive recruitment for filling all positions in the competitive service of the City;
  • Acts as City Manager's representative for employee relations and collective bargaining activities;
  • Facilitates the process for hearings on disciplinary actions and grievances;
  • Prepares and administers competitive assembled and unassembled examinations for all original appointments, and whenever practicable, for promotions in the competitive service; Maintains eligible lists, based on examinations, for classes of positions in the competitive service;
  • Certifies eligible lists of candidates to appointing officials;
  • Prepares, recommends and enforces personnel rules and regulations;
  • Supervises the development of personnel systems, forms, procedures and methods of record keeping;
  • Directs the maintenance of personnel records for all departments;
  • Certifies approved appointments to the Finance Department for payment of salaries;
  • Represents the Personnel Board before legislative bodies, civic groups and professional organizations;
  • Ensures other personnel tasks are performed, including employee training, counseling, welfare, safety activities and the administration of performance ratings.

Master's degree in human resource management, Public/Business Administration, or related field;Plus, extensive, progressively responsible experience in personnel administration including experience in public sector and civil service systems.

OR

An equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Must possess a Florida driver's license.

  • Thorough knowledge of the specialized principles and practices of public personnel administration, including examination, classification, compensation, in-service training, service rating techniques and employee relations;
  • Thorough knowledge of the qualifications and characteristics of major occupational groups;
  • Thorough knowledge of local government organization and procedures;
  • Ability to develop long-term plans and programs and to evaluate work accomplishments;
  • Ability to establish and maintain effective relationships with other City officials and employees, and with the general public;
  • Ability to present facts and recommendations effectively in oral and written form;
  • Ability to analyze facts and exercise sound judgment in arriving at conclusions;
  • Ability to plan, supervise and review the work of technical and clerical subordinates;
  • Tact and courtesy; Good judgment;
