About the Work Unit. The Region 4 Utility Permit Unit is responsible for preserving and improving the functional integrity of the highway transportation system, to protect the public health through safety and welfare. The Unit maintains smooth traffic flow through the region-wide planning, administration, management, monitoring and enforcement of federal guidelines, state statutes, and CDOT regulations specifically related to access management practices, project utility clearance, and developing oversight outdoor advertising control, and utility installation oversight. About the Position. The Permits Specialist is the Staff Authority of the Region 4 Utility Permitting program, including the subset of Fiber Optic Permits and Heavy Tow Permits.
