- Graduation from high school or equivalent; and
- Three (3) years of clerical experience, including at least six (6) months in permitting.
Necessary Special Requirements:
- Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.
Nature of Work: This is responsible clerical work receiving applications for permits for building construction and alterations. An employee in this class assists in issuing building permits and the collecting of permit fees authorized by City codes and ordinances and assists with the organization and coordination of the orderly processing of construction/building plans. Work involves the application of independent judgment on the basis of considerable knowledge of the activities, practices, procedures, and policies of the department. Work is performed under the general direction of the Senior Permit Clerk. Examples of Work:
- Receives building permit applications from contractors and homeowners.
- Reviews applications to determine if applicant is properly licensed, work is within scope of license per State of Florida licensing requirements.
- Reviews insurance (general liability and workers compensation) for contractors.
- Issues permits for walk in customers as well as fax and on-line applications.
- Answers phones and deal with customers.
- Schedules inspection requests.
- Intakes plans and reviews to ensure complete package is submitted including to determine if plans are sealed by architect or engineer.
- Review property files in order to make contacts for utility connections when project is complete.
- Collects money and receipts for permits.
- Schedules Certificate of Occupancy inspections for Fire Department and inspectors.
- Maintains records for city installed banners.
- Assists in issuance of occupational license when collector is out of office.
- Receives complaints of code violations and process an inspection request form for inspectors.
- Performs related work as assigned.
Knowledge, Skills and Abilities:
- Knowledge of City codes related to building construction, plumbing, gas, electricity, and related fields.
- Ability to determine types of permits required and related costs and fees.
- Ability to observe situations analytically and objectively and to make sound judgments and recommendations.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with associates and the general public.
