The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The CDEC Technology team resides within the Division of Business Operations, Innovation, Technology, & Security (BITS). The Technology team is focused on managing CDEC's enterprise applications & systems. This is achieved through a balance of application management, operational support, and continuous enhancement. Technology supports the CDEC mission through the management of the primary mediums of CDEC's service delivery. These are critical applications that ultimately allow CDEC to execute its goals, outcomes, & objectives. While the individual goals are often driven by individual programs, this team holds the significant responsibility of understanding how each part of the CDEC enterprise infrastructure fits in, impacts, and influences the entire technological ecosystem. All decisions, actions, and solutions executed by the Technology team shall be sustainable, interoperable, & secure. Technology's primary customer & end user is the recipient of the service being delivered through the enterprise solution. Their primary partners are Product, Program Delivery, & Office of Information Technology (OIT). The inseparable relationship between the Technology & Product teams shall be viewed as 2 sides of the same coin. Both of these teams are primarily focused on the end user - Technology is focused on achieving the desired outcome for the end user and Product is focused on achieving the best possible experience for the end user.

This position is an experienced Cornerstone administrator that acts as the user application and operational subject matter expert. This role leads the functional and operational elements of CDEC's PDIS Cornerstone learning management system (LMS). The position works independently in the day-to-day operations of the PDIS LMS to ensure the technology system is supported and operational. In addition, this position manages the overall health of the application, including monitoring the state of the technology system and its alignment with the Office of Information Technology (OIT), Cornerstone, industry, and team-defined best practices. The position performs process analysis for technology processes, including documenting, recommending, and making process and configuration changes to one or more operating functions. Tasks assigned to this position require an in-depth and broader understanding of customer relationship management, defect resolution, and work management. This position leads the analysis, operation, configuration, testing, and maintenance of the PDIS technology system and related components to ensure optimal performance. In addition, the position consults stakeholders to identify, define, and document business needs and objectives, current operational procedures, issues, and pain points, as well as input and output requirements.

What you'll be doing:

  • This position is the designated Cornerstone system administrator guiding the PDIS Learning Management System operations.

  • The position is the liaison between the BITS Technology Team, application support vendor, PDIS 3rd party help desk vendor, and program leads.

  • Monitor and evaluates the efficacy of system use, identifies and proposes enhancement needs, and advises the office on policy decisions around use of the system to meet state and federal programmatic and funding requirements.

  • This position is the technical expert providing Tier 2 support to the Help Desk (Tier 1 support) team on LMS issues.

  • This position will work with system administrator peers in other areas of the Department to promote consistency in technology application support.

  • Oversee the configuration, design, implementation, and asset management, and ongoing maintenance of the PDIS LMS and all its associated learning objects.

  • Develop, document, communicate, implement, coordinate, and oversee ongoing operations, defect resolution, and enhancement work performed by PDIS Team.

  • Develop, document, communicate, implement, coordinate, and oversee Technology-related processes monitoring security vulnerabilities and technology system health metrics.

  • Oversee Cornerstone application access control processes including ensuring level of application access is appropriate and user login monitoring to align with best practices and improve security, end-user experience, and overall system health.

  • Evaluate business requirements related to using and configuring the LMS application for CDEC.

  • Create evaluative tools and provide timely reporting and analytics to assess achievement of program goals.

  • Serve as primary contact with Cornerstone to troubleshoot end user, internal, and system performance and/or functionality issues.

  • Optimize the system to ensure efficient and engaging user experience that aligns with CDEC technology infrastructure (TechOps) and the service delivery mission (TechSer).

  • Maintain system documentation, including user guides, processes, configurations, and security.

  • Collaborate with internal experts to build and maintain integrations with other platforms, including integrations with the PDIS Salesforce system.

  • Develop, implement, and track activity evaluations and outcome surveys to capture data and feedback.

  • Develop and provide system user training and management; serve as support for internal and external users and learners in conjunction with Help Desk & TechSer.

  • Deliver timely, responsive, positive customer service to internal and external constituents.

  • Maintain application security model, including configuration for user access and security settings according to the Office of Information Technology (OIT) Colorado Information Security Policies (CISPs) and team norms.

  • Implement and maintain operational configuration changes including validations and process automation to ensure data quality and integrity.

  • Ensure quality data by defining, testing, and performing data loads.

  • Manage user and software licenses, including user setup/deactivation and license use.

  • Coordinate with the Product Owner, Product Team, TechOps, TechSer, application support vendor, and OIT to support software and application system releases.

  • Reviews user system problems, identifies source of problems, develops, proposes, implements, and manages to completion solutions or coordinate with the vendor application support team, and OIT to implement solutions, coordinating with policy leads at CDEC, and end users, based on heavy involvement and strategy from the Product Team, on the impact and resolution to provide support for the request

  • Identifies recurring user problems, advises Product Owner, PDIS Help Desk staff, Product Team, & TechOps Supervisor and other stakeholders of issues, and develops and implements solutions to eliminate problems and addresses user needs.

  • Monitoring and updating knowledge article content.

  • Design, develop, and implement standard and ad hoc reports to support organization data needs.

  • Design, develop, implement, coordinate with the Product Owner, and track to completion assigned application configurations changes.

  • Perform other duties as assigned

Experience Only:

Seven (7) years of current professional experience related to this position. That must include:

  • Cornerstone (or related Human Capital Management [HCM]) administrator experience including analysis, design, configuration, testing, and reporting. Administrator experience in Customer Relationship Management (CRM) applications will also be considered.

  • Application work lead or project management experience with the software development lifecycle (SLDC), and systems operations and maintenance.

  • Proven ability to interact & communicate with multiple stakeholders in a digital environment as well as through voice, text, & email.

OR

Education and Experience:

Bachelor's degree from an accredited institutionANDthree (3) years of professional experience that must include:

  • Cornerstone (or related Human Capital Management [HCM]) administrator experience including analysis, design, configuration, testing, and reporting. Administrator experience in Customer Relationship Management (CRM) applications will also be considered.

  • Application work lead or project management experience with the software development lifecycle (SLDC), and systems operations and maintenance.
