POSITION RESPONSIBILITIES Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. With oversight and approval from the BPA Manager: Create test plans, with test cases based on Project/Compliance Requirements, use cases, or by functional decomposition when documentation is limited or not available. Use created test plans to assess functionality, performance, reliability, stability, and workflows with other systems. Methodically report and track problems encountered by development or project teams in a way that advocates for the best solutions for the user base. Maintain cordial relationships between cross functional teams, like development, infrastructure support, change management, project management, and resource management. Verify correct operation of an upgraded application. Work with test databases created in XML, or SQL Server, to validate application functions without compromising production security. Verify that test environments are an adequate representation of the production environment to verify validity of tests. Provide insight into quality activities, time estimates, and resource requirements in timely progress reports to team lead(s) and manager(s). Draft procedures, and systems to support quality assurance (QA) efforts. Assist leadership in quality assurance policy development and recommend standards for adequacy and applicability. Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Work with users to gather information and reproduce any failed scenarios, from production environments, in test environments for development to debug. Work with all stake holders to verify that quality metrics and objectives are reviewed, closed, and agreed upon. Validate all development tasks meet quality criteria thru test planning, test execution, quality assurance, and issue tracking. Configure testing resources and tools to evaluate application functionality, integration, and performance. Promote consistent use of terminology across projects/departments within the company. Additional Project-Specific Responsibilities: Apply software engineering techniques. Perform technical reviews. Coordinate activities which enforce quality improvements. Perform QA audits at task/version/project levels, to improve quality activities. Verify process adherence. Identify and mitigate risks to product(s) or schedule(s). Seek feedback from management when and wherever necessary . REQUIREMENTS Education & Corresponding Experience (required on matrix) A bachelor's degree in computer science, information technology, or a directly related technical field is preferred. 10 years of experience is required with an applicable bachelor's degree. 14 years of experience is required without a degree or applicable bachelor's degree. Experience should be consistent with the specific requirements of computer science or information technology, and should involve test methodology design and implementation, along with hands-on experience writing test plans, test cases, test data and test database creation, problem/resolution tracking,, coordinating test activities among multiple testers, and maintaining defect logs among other applied skills and knowledge. Required Technical Skills & Experience (required on matrix) Advanced knowledge of test case design and test script writing (manual and automated tests). Familiarity with formal SQA methodologies including software development life cycles, testing processes and standards. Strong technical writing capability and the ability to present information in various forms such as textual, graphical, and statistical. Preferred Skills & Experience (optional on matrix) Proficiency with XML, and/or SQL Server in database driven applications. Experience working with Agile software development teams. CSQA Certification (Certified Software Quality Analyst). Advanced understanding of the design and implementation of QA and testing methodologies in large complex systems using various development methodologies. Ability to effectively present technical information to various audiences ranging from the client, developer, to project manager. Additional Requirements (not required on matrix) Valid U.S. Driver's License is required.
