Human Resources Solutions (HRS)
HRS supports the human resources needs of DSS, HRA, and DHS through strategic partnership and collaboration, aiming to create an inclusive, motivated, and client-centered workforce.
Position Overview
HRS is recruiting for one (1) Staff Analyst II to function as a Payroll Operations Processing Analyst, who will:
Review payroll reports: Ensure the accuracy of payroll transactions including salary effective date, timekeeping actions, retroactive payments, salary advances, longevity, and experience differentials. Analyze data discrepancies/errors using PMS, RMDS, CHRMS, Pi, CityTime, and 160/161 reports. Resolve payroll discrepancies and process supplemental checks efficiently.Assist in data review: Help review statistical and quantitative data to identify abnormalities or errors that could impact the unit. Ensure compliance with security measures and payroll procedures. Review contractual agreements, policies, and regulations related to employee salaries to process claims and verify payment entries in Payroll Management System and Pi.Data collection and research: Collect and review statistical and quantitative data, perform research on Payroll Inquiries mailbox, and follow-up on requests to ensure timely and accurate responses.Reporting: Prepare, update, and distribute key reports, including bi-weekly payroll summaries for budget review and oversight reporting.Grievance and overpayment processing: Assist with processing grievances, stipulations, arbitration cases, and ensure accurate recoupment of overpayments. Maintain logs and databases related to these cases.Employee relations: Maintain relations with Salary Administration, Timekeeping, Employee Relations, Workers' Compensation units, and address payment issues related to employee status changes.Monthly reports: Prepare reports on unit activities and assist employees with inquiries related to Direct Deposit, Transit Benefits, and College Savings Programs.Work Details

Minimum Qualifications
Options include a master's degree, a bachelor's degree with two years of relevant experience, an associate degree with four years of experience, or a high school diploma with six years of experience. A combination of education and experience may be accepted.

- Excellent organizational skills and ability to meet deadlines.
- Ability to work independently and in teams.
- Proficiency in Microsoft Office and payroll systems such as PMS, RMDS, CHRMS, Pi, CityTime.
- Experience analyzing operational changes.
