About the Job

The Payroll & Accounting Manager oversees and supervises the company's payroll & accounts payable functions. This position ensures compliance with GAAP as well as federal, state, local and grant/funder and other contractual related regulations in the areas of payroll, accounts payables and agency financial reporting. Responsible for monthly reporting and variance analysis, annual budgets, and forecasting. Assist the department with daily accounting functions, i.e., creating and reviewing journal entries, coding, accruals, and allocations.

Job Qualifications

  • Bachelor's degree in accounting, in lieu of a degree 5 or more years of relevant education, training, or experience.
  • Two plus years of payroll processing and related experience required, including familiarity with both salaried and hourly employees across multiple states
  • Two plus years of managerial experience
  • Proficient with Microsoft Office Suite
  • Experience with Ceridian/Dayforce a plus
  • Experience with Solomon a plus
  • Implements, maintains, and reviews processing systems to ensure timely and accurate processing of payroll and a/p transactions.
  • Prepares and maintains accurate records and reports of payroll and payable transactions.
  • Establishes or ensures execution of internal controls over payroll and a/p.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Facilitates new state registration with agencies as required.
  • Participates in company audits by providing records and documentation to auditors.
  • Serves as the subject matter expert for payroll taxes and handle tax notices.
  • Identifies and recommends updates to payroll and payable processes and procedures.
  • Provides management reporting on spend as it relates to forecasting.
  • Identifies opportunities for automation to ensure accuracy and efficiency, minimizing human error and intervention.
  • Reviews biweekly payroll regarding compliance with government regulations (DOL, tax, ACA, etc.), agency policies, union agreement, position alignment with budgets and grants, time off accruals, etc. Provide support to payroll as necessary, to ensure timeliness and accurate payroll processing.
  • Oversees the monthly financial close process for assigned staff/accounts including the completion of the financial statements, review of account reconciliations, and ensuring that general ledgers are properly updated for monthly activity.
  • Provide leadership and management for the Accounts Payable & Payroll staff
  • Other duties as assigned
