Introduction The Maryland Higher Education Commission is seeking an energetic, skilled, professional for their Outreach and Grants unit. GRADE 17 LOCATION OF POSITION 217 E. Redwood St. Baltimore, MD 21202 Main Purpose of Job The Outreach Specialist works collaboratively with the Executive Director of Outreach for Public, Student, Legislative & Corporate Relations, the Director of Communications, the Director of the Office of Student Financial Assistance, and the Grants Management Manager to plan, develop, and conduct studies and analyses of MHEC's outreach programs, outreach and social media campaigns. The Outreach Specialist maintains a database and reports on the number of outreach presentations, website hits, and publications requests and staff time involved. The Outreach Specialist maintains electronic and paper files; analyzes results and recommends changes as needed to improve outreach efforts; and formulates final reports and effective recommendations based on analyses conducted. POSITION DUTIES - The Outreach Specialist works collaboratively with the Executive Director of Outreach for Public, Student, Legislative & Corporate Relations, the Director of Communications, the Director of the Office of Student Financial Assistance, and the Grants Management Manager to plan, develop, and conduct studies and analyses of MHEC's outreach programs, outreach and social media campaigns. The Outreach Specialist maintains a database and reports on the number of outreach presentations, website hits, and publications requests and staff time involved. The Outreach Specialist maintains electronic and paper files; analyzes results and recommends changes as needed to improve outreach efforts; and formulates final reports and effective recommendations based on analyses conducted. - The Outreach Specialist designs a variety of informational or promotional material such as pamphlets, booklets, manuals, scripts, reports, articles and other communication materials. The Outreach Specialist manages the distribution of outreach publications; tracks publications inventories and prepares a variety of informational or promotional material such as pamphlets, booklets, manuals, scripts, and articles; editing articles, statements, reports or other material prepared for external distribution. Maintains data collection of all requests and provides forecasts for future developments. - The Outreach Specialist maintains the MdGo4It website content and design and recommends updates; coordinates updates of content with DoIT and acts as department webmaster by posting updated grant information to the website. - The Outreach Specialist provides staff support to the Maryland College Access Network. Responsibilities include building a collaborative network of partners from Maryland's business and education sectors that focuses on growing the college-going culture in Maryland. Additional responsibilities include: coordinating college access long and short term resources; managing data collection and analysis; creating and maintaining reports regarding activities and outcomes related to the shared goals, objectives and metrics; and convening the network to address gaps in services. - The Outreach Specialist researches and publishes content to bolster MHEC's digital presence and coordinates digital response strategies; researches and composes proposals for MHEC presence on social media platforms; confers with MHEC senior staff and other web team members to exchange information pertaining to the development of the agency's account and develop user policies; serves as a member of the agency Social Media Committee. Develops strategic engagement plans to attract more online viewership. - Serves as MHEC's liaison on certain internal and external work groups, task forces, and committees such as Maryland College Application Campaign Committee, FAFSA Completion and Maryland Completion Committee. - The Outreach Specialist collaborates with the Director of Communications to develop conference programming, promote events and other assigned projects; assists in the planning, preparation, composition, editing and publishing of MHEC's newsletter. MINIMUM QUALIFICATIONS Education: A Bachelor's degree from an accredited college or university. Experience: One year of administrative or teaching experience in post-secondary education programs. Notes: 1. Candidates may substitute the possession of a Master's degree from an accredited college or university for one year of the required experience. 2. Candidates may substitute the possession of a Doctoral degree from an accredited college or university for the required experience. SELECTIVE QUALIFICATIONS - One year of experience working directly with outreach programs. DESIRED OR PREFERRED QUALIFICATIONS - Experience with designs of informational or promotional material such as pamphlets, booklets, manuals, scripts, reports, articles and other communication materials - Webmaster experience - Experience serving as MHEC's liaison on certain internal and external work groups, task forces, and committees.
